correspondence or pertinent information that may from time to time come to the attention of the <br />Director with respect to any specific employee. <br />The Director shall assist directors and division heads in carrying out their responsibilities <br />on personnel matters. The Director shall establish a uniform system of maintaining accurate <br />records for all employees dealing with the use and accumulation of sick leave, vacation time and <br />personal holidays. <br />The Director shall be responsible for the administration and coordination of all employee <br />benefits for all departments within the City. The Director shall be the City's Privacy Officer per <br />Health Insurance Portability & Accountability Act (HIPAA) regulations. <br />The Director shall be responsible for maintaining all records for the processing of claims <br />for Workers' Compensation and unemployment compensation. He or she shall, when it is <br />appropriate, appear before the State agencies responsible for Workers' Compensation and <br />unemployment compensation, representing the City's interest relative to claims made for <br />unemployment and Workers' Compensation. <br />(2) Equal Employment Opportunity. The Director shall be responsible for maintaining <br />any and all records with respect to the compliance by all departments regarding both <br />employment and contracts with the City with equal employment opportunity requirements of <br />both the State and Federal Government. <br />(3) Affirmative Action Policies The Director shall be responsible for continually <br />monitoring, revising and enforcing the City's affirmative action policies. As such, he or she shall <br />be considered to be the Affirmative Action Coordinator of the City and shall carry out all of the <br />policies established therein. <br />(4) Insurance. The Director shall maintain in his or her office the master copy of all <br />insurance policies maintained by the City, including but not limited to, fire, casualty, <br />hospitalization and life insurance, as well as other coverage which may from time to time be <br />obtained by the City. <br />The Director shall be responsible for administering the self-insurance portion of all <br />policies obtained by the City which requires the City to pay all losses occurring under a certain <br />deductible amount. In that regard, he or she shall maintain a file on all potential losses which are <br />reported to the City and shall be responsible for investigating those losses and reporting the same <br />to the insurance carriers of the City. He or she shall also cooperate with the Law Department for <br />purposes of settling claims against the City that are within the deductible portion of the City's <br />policy. He or she shall, from time to time, appear in court if necessary to aid the Law <br />Department in defending the City against claims which fall within the deductible portion of the <br />City's insurance policies. <br />(5) Risk Management. The Director shall be responsible for administering and <br />overseeing risk management programs, policies and functions.
