Exhibit A. <br />CHAPTER 179 <br />Department of Planning and Community Development <br />179.01 Establishment. <br />179.02 Director of Planning and Community Development. <br />179.03 Administrative Secretary. <br />179.04 Economic Development Manager. <br />179.05 Communications Manager. <br />179.06 Planner. <br />179.07 Division of Engineering. <br />179.08 Division of Youth and Family Services. <br />179.09 Division of Aging. <br />179.99 Organization of the Department of Planning and Community Development. <br />179.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the <br />Department of Planning and Community Development. The staffing of the Department of <br />Planning and Community Development is hereby established and is reflected in the <br />organizational chart for the Department of Planning and Community Development contained in <br />Section 179.99(a), which is incorporated herein as if fully rewritten. The Mayor shall establish <br />the compensation of all employees of the Department within the salary ranges established by <br />City Council, to the extent that such compensation is not otherwise established by contract, or <br />federal, state or local law. <br />179.02 DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT. <br />The Department of Planning and Community Development shall be headed by the Director of <br />Planning and Community Development who shall be responsible for the administration and <br />implementation of plans and programs for the comprehensive and orderly development of the <br />City. The Director shall be responsible for the development, maintenance, periodic update and <br />administration of the City's Master Plan and Planning and Zoning Code. The Director shall <br />provide guidance to the Mayor, Council, boards and commissions regarding public and private <br />development within the City. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full time employee <br />appointed by the Mayor, which appointment and term shall be governed by Charter Art. 1I1, <br />§5(a). The Mayor may remove the Director with the concurrence of two-thirds (2/3) of the <br />members of Council eligible to vote. The Director shall have a Bachelor or Masters Degree in <br />Planning, Urban Studies or related field, with at least four years experience in city planning and <br />zoning administration and shall be a member in good standing of the American Institute of <br />Certified Planners. <br />(b) Duties. <br />
