CHAPTER 179 Department of Planning and Community Development 179.01 Establishment. 179.02 Director of Planning and Community Development. 179.03 Administrative Secretary. 179.04 Economic Development Manager. 179.05 Communications Manager. 179.06 Planner. 179.07 Division of Engineering. 179.08 Division of Youth and Family Services. 179.09 Division of Aging. 179.99 Organization of the Department of Planning and Community Development. 179.01 ESTABLISHMENT. Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the Department of Planning and Community Development. The staffing of the Department of Planning and Community Development is hereby established and is reflected in the organizational chart for the Department of Planning and Community Development contained in Section 179.99(a), which is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Department within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state or local law. 179.02 DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT. The Department of Planning and Community Development shall be headed by the Director of Planning and Community Development who shall be responsible for the administration and implementation of plans and programs for the comprehensive and orderly development of the City. The Director shall be responsible for the development, maintenance, periodic update and administration of the City's Master Plan and Planning and Zoning Code. The Director shall provide guidance to the Mayor, Council, boards and commissions regarding public and private development within the City. (a) Appointment, Term, Removal and Qualifications. The Director shall be a full time employee appointed by the Mayor, which appointment and term shall be governed by Charter Art. 1I1, §5(a). The Mayor may remove the Director with the concurrence of two-thirds (2/3) of the members of Council eligible to vote. The Director shall have a Bachelor or Masters Degree in Planning, Urban Studies or related field, with at least four years experience in city planning and zoning administration and shall be a member in good standing of the American Institute of Certified Planners.
