(l) The Director shall coordinate and assist in interdepartmental review of subdivision <br />and development plans. The Director shall review all plans submitted to the City, conduct <br />conferences with owners or developers and necessary department heads before presentation to <br />the Planning and Design Commission to ascertain if such plans comply with all relevant City <br />ordinances and that all necessary plans, plats and other documents required by the City Planning <br />and Zoning Code, and any other applicable codes, are presented to the Planning and Design <br />Commission. The Director shall attend all regular and special meetings of the Planning and <br />Design Commission and shall review and make recommendations concerning all matters <br />submitted for the consideration of such Commission. The Director shall attend such meetings of <br />Council and such other committees, boards and commissions as deemed necessary and desirable <br />by the Mayor or Council. <br />(2) The Director shall have charge of all staff within the Department and charge of all <br />programs and projects that will facilitate the orderly and comprehensive development of the City <br />in order to preserve and improve the quality of life and economic well-being of the City. The <br />Director shall develop and implement policies, programs, plans and strategies for the retention, <br />expansion and location of businesses, offices and industries in the City in a well-planned manner <br />consistent with the current Charter of the City and in conformity with the goals and objectives of <br />the City's Master Plan. <br />(3) The Director shall oversee the coordination and implementation of internal and <br />external communications programs, community outreach and social service delivery to special <br />population groups. <br />(4) The Director of Planning and Community Development shall be the head of the <br />Division of Engineering, Division of Youth and Family Services and the Division of Aging. <br />179.03 ADMINISTRATIVE SECRETARY. <br />There is hereby created the position of Administrative Secretary, which shall be a full time <br />employee appointed by and answerable to the Director of Planning and Community <br />Development. The Administrative Secretary shall perform the duties as required and directed by <br />the Director of Planning and Community Development. <br />179.04 ECONOMIC DEVELOPMENT MANAGER. <br />There is hereby created the position of Economic Development Manager, which shall be <br />appointed by and be answerable to the Director of Planning and Community Development. The <br />duties of the Economic Development Manager shall include but not be limited to assisting the <br />Director of Planning and Community Development in developing, administering and <br />implementing planning and economic development programs and projects to enhance the <br />economic sustainability of the City. The Economic Development Manager may perform other <br />duties as assigned by the Director or the Mayor. <br />179.05 COMMUNICATIONS MANAGER. <br />
