There is hereby created the position of Communications Manager, which shall be appointed by <br />and be answerable to the Director of Planning and Community Development. The <br />Communications Manager shall have a minimum of a Bachelor's degree in Communications, <br />Public Relations, Journalism, Marketing or related field. The duties of the Communications <br />Manager shall include but not be limited to directing and carrying out the City's internal and <br />external communications program and serving as liaison between the City administration and the <br />community. The Communications Manager may perform other duties as assigned by the Director <br />or the Mayor. (Ord. 2019-91. Passed 11-19-19.) <br />179.06 PLANNER. <br />There is hereby created the position of Planner, which shall be appointed by and be answerable <br />to the Director of Planning and Community Development. The Planner shall have a minimum of <br />a Bachelor Degree in Planning, Urban Studies or related field. The duties of the Planner shall <br />include but not be limited to assisting the Director in the administration and implementation of <br />plans and programs for the orderly development of the City, reviewing public and private <br />development plans, and advising boards and commissions on planning matters as necessary. The <br />Planner may perform other duties as assigned by the Director. <br />179.07 DIVISION OF ENGINEERING. <br />There is hereby created a Division of Engineering within the Department of Planning and <br />Community Development. The Division of Engineering shall be headed by a City Engineer, who <br />is a civil engineer registered as a professional engineer in the State of Ohio. The City Engineer <br />shall be appointed by and be answerable to the Director of Planning and Community <br />Development. <br />(a) Duties. The City Engineer's duties and responsibilities shall be to: <br />(1) Supervise all personnel of the Division of Engineering. <br />(2) Advise the Mayor, the Council. and administrative departments in connection with <br />all civil engineering matters of the City related to engineering, zoning, building, sewers, <br />development and repair of property in the City, including but not limited to the streets therein. <br />(3) Examine and approve all sidewalks, grading, draining, curbing, paving, placing of <br />lines, sanitary sewer, storm sewer and water curb connections and all other utilities of any nature <br />within the street right of way of City streets. alleys. roads and boulevards. <br />(4) Examine and approve or disapprove all grading, draining or construction within the <br />City, examine and approve or disapprove all plans for subdivisions and the installation or <br />improvement of private streets, sanitary sewers, storm sewers and appurtenances, and to examine <br />and approve or disapprove all lot splits and consolidations. <br />(5) Exercise continuing control and inspection of public installations and public <br />improvements while work is in progress. <br />
