There is hereby created the position of Communications Manager, which shall be appointed by and be answerable to the Director of Planning and Community Development. The Communications Manager shall have a minimum of a Bachelor's degree in Communications, Public Relations, Journalism, Marketing or related field. The duties of the Communications Manager shall include but not be limited to directing and carrying out the City's internal and external communications program and serving as liaison between the City administration and the community. The Communications Manager may perform other duties as assigned by the Director or the Mayor. (Ord. 2019-91. Passed 11-19-19.) 179.06 PLANNER. There is hereby created the position of Planner, which shall be appointed by and be answerable to the Director of Planning and Community Development. The Planner shall have a minimum of a Bachelor Degree in Planning, Urban Studies or related field. The duties of the Planner shall include but not be limited to assisting the Director in the administration and implementation of plans and programs for the orderly development of the City, reviewing public and private development plans, and advising boards and commissions on planning matters as necessary. The Planner may perform other duties as assigned by the Director. 179.07 DIVISION OF ENGINEERING. There is hereby created a Division of Engineering within the Department of Planning and Community Development. The Division of Engineering shall be headed by a City Engineer, who is a civil engineer registered as a professional engineer in the State of Ohio. The City Engineer shall be appointed by and be answerable to the Director of Planning and Community Development. (a) Duties. The City Engineer's duties and responsibilities shall be to: (1) Supervise all personnel of the Division of Engineering. (2) Advise the Mayor, the Council. and administrative departments in connection with all civil engineering matters of the City related to engineering, zoning, building, sewers, development and repair of property in the City, including but not limited to the streets therein. (3) Examine and approve all sidewalks, grading, draining, curbing, paving, placing of lines, sanitary sewer, storm sewer and water curb connections and all other utilities of any nature within the street right of way of City streets. alleys. roads and boulevards. (4) Examine and approve or disapprove all grading, draining or construction within the City, examine and approve or disapprove all plans for subdivisions and the installation or improvement of private streets, sanitary sewers, storm sewers and appurtenances, and to examine and approve or disapprove all lot splits and consolidations. (5) Exercise continuing control and inspection of public installations and public improvements while work is in progress.
