MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 28, 2021 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly & Limpert <br />Also Present: Director of Finance Copfer, Director of Law Gareau, Director of Planning <br />& Community Development Lieber and Clerk of Council Massarolo <br />Absent: Councilmembers Schumann and Williamson; Mayor Kennedy <br />Council President Jones called the meeting to order at 8:00 p.m. via GoToMeeting. <br />Council President Jones reminded Council the purpose of this meeting was to vote on a <br />Ward map and a map must have four votes to be adopted. She said a motion would be <br />made for a specific map. If the map receives a second and gets four yes votes it will be <br />adopted. The process will continue until a map receives four votes. <br />Councilman Glassburn moved to adopt the Glassburn/Hemann map, which Council has <br />previously received. The motion was seconded by Councilwoman Hemann map and <br />passed by a vote of 4-1. <br />Roll Call: <br />Yes: Glassburn, Hemann, Brossard, Kelly <br />No: Limpert <br />Motion carried. Glassburn/Hemann Ward map adopted 4-1. <br />Councilman Glassburn voted yes with comment. I'd like to thank President Jones, all the <br />Council members, including my co-sponsor, if you will, Councilwoman Hemann and <br />Councilman Limpert for spending the time to work on this process and to make one of <br />the better maps I think we could have made and the best map we could have made in my <br />opinion. Thank you. <br />Councilwoman Hemann voted yes with comment. I would like to thank everyone also for <br />their work that they put into this. It was a laborious task and Mr. Brossard and Mr. <br />Limpert having meetings with some other folks and then also Mr. Glassburn. I would like <br />to state that I believe that this map has the cleanest, most definitive lines and easiest as <br />identifiable for where a resident, sits with, who their representative is and what ward they <br />are actually will be assigned to for their representation and voting places. Thank you. <br />Councilman Brossard voted yes with comment. My comments are along the lines of my <br />previous colleague comments, but specifically, I wanted to thank Councilman Limpert. <br />He really poured his heart and soul into this project. As Councilwoman Hemann <br />mentioned the two of us met with the company that had helped us along the way and at <br />the end of the day, we did come up with three very very good maps. I just felt like this <br />one gives us our best opportunity to better increase the level of service to our residents <br />and for me that was the deciding factor. My vote is yes. <br />
