CITY OF NORTH OLMSTED <br />RESOLLTION NO. 2022 - 55 <br />By: Mayor Jones <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A <br />CONTRACT WITH CHAGRIN VALLEY DISPATCH FOR THE PURPOSE <br />OF PROVIDING EMERGENCY DISPATCH SERVICES FOR THE CITY OF <br />NORTH OLMSTED, AAul) ,CLA Pci.': o^rR'".'EMERGF,NCY.. <br />WHEREAS, the City of North Olmsted presently operates its own dispatch center within <br />the North Olmsted Division of Police, and <br />WHEREAS, the North Olmsted dispatch complement consists of eleven (1I) full time <br />dispatchers and five (5) part time dispatchers dispatching police and fire calls: and <br />WHEREAS, the current policy of the State of (thio has been to encourage communities, <br />through control of operational funding disbursements. into consolidation of dispatch centers that <br />operate on a regional basis with multiple partners: and <br />WHEREAS, the City of North Olmsted has undertaken a recicw and analysis of its <br />current operations to determine the best course of action for the future of police and fire <br />dispatching services for the residents of the City of North Olmsted: and <br />WHEREAS, the analysis of operations undertaken by the Administration included. <br />among other things, a review of current operational expenses; investigation of anticipated future <br />mandatory infrastructure upgrade costs: identification of current hardware, software and <br />technology limitations: and <br />WHEREAS. as part of its analysis, the City of North Olmsted noted response times to <br />calls for service and compared them to potential dispatch partners; and <br />WHEREAS. as potential partners, the Administration visited Chagrin Valley Dispatch <br />Westcom Dispatch. and Southwest Dispatch and received data concerning their operations, <br />management. infrastructure and costs: and <br />WHEREAS, after careful recicw and anahvsis. the Administration has determined that <br />due to the changes in funding from the State of Ohio directed toward establishment of a regional <br />based dispatch strategy, the expected long-term need for infrastructure equipment invesuncnts, <br />and anticipated expenses associated with continuation of the current dispatch center when <br />compared to a third party partner. the City should enter into a contract with Chagrin Valley <br />Dispatch to provide future police and lire dispatch services: and <br />WHEREAS.. the Administration recommends that the City of North Olmsted enter into a <br />contract with Chagrin Valley Dispatch to provide the City with emergency dispatch services as <br />described in Fxhibit A. <br />
