<br />Project Manager: The consultant project manager has 24 years of experience in inspection,
<br />rehabilitation, and design of a wide variety of structure types including steel and concrete bridges
<br />Staff. The consultant presented a strong staff that possess knowledge and experience in all technical project areas, but
<br />with slightly less overall experience than other competing firms.
<br />Past Performance. The consultant does not have any CES design scores rated within the past three years. Past
<br />performance is based on current and past project history and is ranked relative to other competing firms.
<br />Project Approach: Excellent project approach that addressed all key technical areas of the project scope. Strong
<br />discussion oa outside agency coordination and MOT. The project approach was lacking site specific details and
<br />explanations compared to other competing firms.
<br />Consultant's Committee Discussion and Recommendation:
<br />The Consultants Committee selected The Osborn Engineering Company based on workload and staff commitment
<br />issues relative to firms rated higher in other categories. Wallace & Rancher, Inc. was selected for the SUM -271-8.25
<br />(L/R) project and E.L. Robinson Engineering of Ohio Co. was selected for the LAK -91-4.23/4.49 project. Both projects
<br />included key staff members also proposed for this agreement.
