MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 15, 2022 <br />Present: Council President Brossard, Council Members Gilchrist.. Glassburn, Hemann, <br />Kelly, Limpert, Scar[ and Williamson. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance <br />and Acting Clerk of Council, Copfer, H. R. Director, Economic Director, Safety <br />Director, Service Director, Special Assistant to the Mayor and guests. <br />Council President Brossard called the meeting to order at 8:03 p.m. in Council Chambers. 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />ANNOUNCEMENTS <br />The Council Meeting Minutes of December 21, 2021, and the Special Council Meeting Minutes <br />of December 22, 2021 and December 28, 2021, were approved as written. <br />The following legislation was considered for suspension of the rules: On first reading Resolution <br />2022-15, <br />REPORTS <br />Mayor Jones. <br />• Expressed apologies to Council with regard to how trash pick-up was handled during the <br />last snow storm, wherein trash pick-up was delayed a week. <br />• Mayor Jones advised the Divisions and Finance have been working together to provide <br />a copy of the budget to Council, and looks forward to a discussion with Council when the <br />budget is formally introduced in March. <br />• ODOT is requesting public comment on the 1-480 Eastbound ramp. The link will be <br />provided on the City website and social media sites. <br />• Reminded Council that City Hall will be closed in honor of President's Day. <br />Director of Law Gareau. <br />• Discussed the contracting procedures manual created by the Law Department that is <br />continually updated and is a good place to start for contracting services. Director <br />Gareau stated there will be further educational steps forthcoming. <br />Director of Finance Copfer <br />• Director Copfer reiterated the Mayor's comments on the budget and the Law Director's <br />comments on contracting procedures. Noted that she been working with the new <br />employees coming in on procedures such as the requisition system, and also mentioned <br />that her staff created a manual for the purchasing process. <br />
