Council Minutes of 02-15-2022 <br />Resolution 2022-13 introduced by Mayor Jones was given its second reading. A Resolution <br />authorizing the Director of Economic and Community Development to request Statements of <br />Qualifications ("S-O-Q.s') from qualified firms to provide professional consulting services for the <br />development of a Strategic Economic Development Plan, as amended <br />Ordinance 2022-14 introduced and placed on first reading by Mayor Jones and Councilman <br />Kelly. An Ordinance amending Section 351.13 and 351.14 entitled respectively, 'Snow Storm <br />Emergencies' and "Announcing Emergency. Parking Regulations' of Chapter 351 of the Traffic <br />Code of the Codified Ordinances of the City of North Olmsted, entitled "Parking Generally', in <br />order to allow the Mayor to declare snow emergency parking bans on City streets, and declaring <br />an emergency. <br />Resolution 2022-15 introduced, placed on first reading and suspension of the rules requested <br />by Mayor Jones. A Resolution authorizing the Director of Economic and Community <br />Development to make application on behalf of the City of North Olmsted for funding from the <br />Ohio EPA, Division of Environmental and Financial Assistance (DEFA) for the fiscal year 2022 <br />for the South Interceptor EQ Basin Project, further if awarded, and to execute a contract with <br />DEFA, and declaring an emergency. Councilman Scarl moved to suspend the rules requiring <br />three readings and formal Committee review. The motion was seconded by Councilwoman <br />Gilchrist and passed 7-0. <br />Roll Call: <br />Yes: Scarl, Gilchrist, Hemann, Kelly, Limpert, Williamson, Glassburn <br />No None <br />Motion carried. <br />Councilman Scarl moved for adoption. Ordinance 2022-15 adopted 7-0. <br />Resolution 2022-16 introduced and placed on first reading by Mayor Jones. A Resolution <br />authorizing the Director of Economic & Community Development to advertise for bids for the <br />award of a contract to provide construction services for the West 231st Street Rehabilitation <br />Project, as detailed in the specifications on file in the Division of Engineering, and authorizing <br />the Mayor, following approval of the Board of Control, to contract for the same with the lowest <br />and best bidder. <br />MISCELLANEOUS BUSINESS <br />Council President Brossard scheduled a Special Council Meeting for Monday, February 21. <br />2022, at 7:00 p.m. for the purpose of interviewing candidates for the Clerk of Council position. <br />Councilman Limpert reminded Council of the Building, Zoning and Development Committee <br />meeting scheduled for Tuesday. February 22, 2022 at 7:00 p.m. to discuss Smoke City Vape <br />
