Council Minutes of 03-01-2022 <br />Director Copfer reported that the financial systems will be moving to the hosted software <br />environment, and upgrading to the latest Tyler/Munis version. Therefore, the finance <br />softwareand related softwarewill not be available beginning March 2n' through the <br />March 6°i <br />Commended the Administration, and everyone involved, in completing the budget books. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee. <br />The Building, Zoning and Development Committee met on Tuesday, February 22, 2022 at 7:06 <br />p.m. Present were Committee Members Limpert and Williamson and Council Members <br />Glassburn, Kelly, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director <br />Gareau and guests. <br />• Discussed CMS 21-20558 Smoke City Vape. The Committee approved a provisional <br />permit if the vape shop adheres to the conditions for lighting, location, products sold, the <br />hours of operation and truck parking. The Committee Meeting concluded at 8:00 pm. <br />Councilman Limpert moved to approve CMS 21-20558 conditional use permit for Smoke City <br />Vape, located at 24137 Lorain Road and was seconded by Councilwoman Williamson and <br />passed unanimously. <br />Roll Call <br />Yes: Limpert.. Williamson, Scarl, Gilchrist, Kelly <br />No None <br />Motion carried. CMS 21-20558 Smoke City Vape approved with conditions 5-0. <br />Councilman Limpert asked for a moment of personal privilege to state that he was there for Sam <br />Gioia's Proclamation by the Mayor, noting Sam is his next door neighbor and he couldn't be <br />happier to have a such great young man living next door. Congratulated all of Mayors there that <br />night, as there were three individuals from three different cities, so the group received a parade <br />of politicians to recognize them and noting he is the lesser of all of those adding on to <br />congratulate those individuals. Councilman Limpert noted it was heartening for him to see <br />students being recognized for such the exceptional achievement of being an Eagle Scout, that it <br />inspired him to think about how Council can also recognize not only students but residents for <br />doing great things. <br />Councilman Limpert, Vice Chairman of the Finance Committee stated that he has no report but <br />mentioned the budget meetings would be scheduled soon as discussed in Caucus. <br />Councilman Kelly, Chairman of the Streets and Transportation Committee. <br />The Streets and Transportation Committee on Tuesday, February 22, 2022 at 8:05 p.m. Present <br />were Committee Members Kelly, Glassburn and Gilchrist and Council Members Williamson. <br />Limpert and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney and guests. <br />• Discussed Ordinance 2022-14. An Ordinance amending section 351.13 and 351.14 <br />entitled respectively, "snow storm emergenciesand 'announcing emergency, parking <br />regulations' of Chapter 351 of the traffic code of the codified ordinances of the City of <br />North Olmsted, entitled "Parking Generally", in order to allow the Mayor to declare snow <br />emergency parking bans on City streets, and declaring an emergency. An Amendment <br />to remove the street names from the Ordinance was recommended by Committee by a <br />vote of 3-0. Councilman Kelly noted these changes are very good for the City by <br />
