Council Minutes of 03-15-2022 <br />Motion carried. Resolution 2022-21 amended 7-0. <br />Councilman Glassburn, Chairman of the Finance Committee. <br />The Finance Committee met on Saturday. March 12, 2022 at 9:34 a . Present were <br />Committee Members Glassburn, Williamson and Limpert and Council Members Hemann, Kelly <br />and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd. Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney and guests. <br />• Discussed was Ordinance 2022-18 to make appropriations for capital improvements for <br />the City of North Olmsted for the year ending December 31, 2022. Councilman <br />Glassburn noted it is a balanced budget, without use of the ARPA, as the Administration <br />will introduce a second budget to use those funds later on, and discussed other broad <br />subjects covered in the budget. <br />• Council will be entertaining amendments next Tuesday, March 22, 2022 at Committee. <br />The legislation was held in Committee by a vote of 3-0 and Committee Meeting <br />concluded at 1:52 p.m. <br />COMMUNICATIONS <br />None <br />AUDIENCE PARTICIPATION <br />John Cotofan <br />25914 Tallwood Drive <br />Has been reporting several lights out within the City to Ohio Edison. There are some light poles <br />that per Ohio Edison, are not their responsibility. Mr. Cotofan notes he has been calling the <br />City's Engineering Department to make them aware of the issue for the last six or seven <br />months, and further noted, for safety reasons, the lights at Dover, Great Northern Boulevard, <br />David Drive and West Park are all out. Council President Brossard replied to Mr. Cotofan on <br />behalf of the Administration, to assure him that it will become a priority now that all the new <br />Directors are in place. <br />LEGISLATION <br />Ordinance 2022-14 introduced by Mayor Jones and Councilman Kelly was given its third <br />reading. An Ordinance amending Section 351.13 and 351.14 entitled respectively, "Snow Storm <br />Emergencies' and "Announcing Emergency: Parking Regulations' of Chapter 351 of the Traffic <br />Code of the Codified Ordinances of the City of North Olmsted, entitled "Parking Generally in <br />order to allow the Mayor to declare snow emergency parking bans on City streets, and declaring <br />an emergency. as amended. Councilman Kelly moved for adoption. The motion was seconded <br />by Councilman Glassburn and passed unanimously. <br />Roll Call. <br />Yes: Kelly, Glassburn, Gilchrist, Scarl, Hemann, Limpert, Williamson <br />No None <br />Motion carried. Ordinance 2022-14 adopted 7-0. <br />
