MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 7, 2022 <br />Present: Council President Brossard, Council Members Gilchrist. Glassburn, Hemann, <br />Kelly, Limped, Scarl and Williamson. <br />Also Present Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance <br />Copfer, H. R. Director. Economic Director, Safety Director, Service Director, <br />Recreation Director, Special Assistant to the Mayor, Clerk of Council and guests. <br />Council President Brossard called the special meeting to order at 8.06 p.m. virtually via <br />GoToMeeting. <br />Council President Brossard asked if any Councilmembers want to adjourn into Executive <br />Session and there were none. <br />REPORTS <br />Councilman Limped, Vice Chair of the Finance Committee: <br />The Finance Committee met on Tuesday.. July 5, 2022 at 7.15 p m. Present were Committee <br />Members Limpert, Williamson and Hemann and Council Members Kelly, Gilchrist and Scan. <br />Council President Brossard. Mayor Jones, Law Director Gareau, Finance Director Copfer. <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo, North Olmsted City Schools and Board of <br />Education President, and guests. Councilman Glassburn recused himself. <br />Discussed was Ordinance 2022-62 authorizing the Mayor to negotiate and enter into an <br />agreement with the North Olmsted Board of Education to purchase School District - <br />owned real property commonly known as Forest Elementary School and Spruce <br />Elementary School in consideration of Four Million Dollars. After discussion with the <br />Administration on the benefits, such as right of first refusal and to remove potential blight <br />and risk of a closed school, the Ordinance was held in Committee and the meeting <br />concluded at 7.47 p.m. <br />The Finance Committee met again virtually on Thursday, July 7, 2022 at 7'.45 p.m. Present were <br />Committee Members Limped, Williamson and Hemann and Council Members Kelly, Gilchrist <br />and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney. Recreation and Public Engagement <br />Director Pinchek, Special Assistant to the Mayor Massarolo, North Olmsted City Schools <br />Superintendent, City Engineer and guests. Councilman Glassburn recused himself. <br />Continued discussion of Ordinance 2022-62 authorizing the Mayor to negotiate and <br />enter into an agreement with the North Olmsted Board of Education to purchase School <br />District -owned real property commonly known as Forest Elementary School and Spruce <br />Elementary School in consideration of Four Million Dollars. After referencing the <br />financial benefits document provided by the Administration, and discussing a few <br />feasibility points for the use of Spruce, Ordinance 2022-62 was favorably recommended <br />2-0 and the Committee Meeting concluded at 8:05 p.m. <br />
