MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JULY 7, 2022 Present: Council President Brossard, Council Members Gilchrist. Glassburn, Hemann, Kelly, Limped, Scarl and Williamson. Also Present Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer, H. R. Director. Economic Director, Safety Director, Service Director, Recreation Director, Special Assistant to the Mayor, Clerk of Council and guests. Council President Brossard called the special meeting to order at 8.06 p.m. virtually via GoToMeeting. Council President Brossard asked if any Councilmembers want to adjourn into Executive Session and there were none. REPORTS Councilman Limped, Vice Chair of the Finance Committee: The Finance Committee met on Tuesday.. July 5, 2022 at 7.15 p m. Present were Committee Members Limpert, Williamson and Hemann and Council Members Kelly, Gilchrist and Scan. Council President Brossard. Mayor Jones, Law Director Gareau, Finance Director Copfer. Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo, North Olmsted City Schools and Board of Education President, and guests. Councilman Glassburn recused himself. Discussed was Ordinance 2022-62 authorizing the Mayor to negotiate and enter into an agreement with the North Olmsted Board of Education to purchase School District - owned real property commonly known as Forest Elementary School and Spruce Elementary School in consideration of Four Million Dollars. After discussion with the Administration on the benefits, such as right of first refusal and to remove potential blight and risk of a closed school, the Ordinance was held in Committee and the meeting concluded at 7.47 p.m. The Finance Committee met again virtually on Thursday, July 7, 2022 at 7'.45 p.m. Present were Committee Members Limped, Williamson and Hemann and Council Members Kelly, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney. Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo, North Olmsted City Schools Superintendent, City Engineer and guests. Councilman Glassburn recused himself. Continued discussion of Ordinance 2022-62 authorizing the Mayor to negotiate and enter into an agreement with the North Olmsted Board of Education to purchase School District -owned real property commonly known as Forest Elementary School and Spruce Elementary School in consideration of Four Million Dollars. After referencing the financial benefits document provided by the Administration, and discussing a few feasibility points for the use of Spruce, Ordinance 2022-62 was favorably recommended 2-0 and the Committee Meeting concluded at 8:05 p.m.
