Special Council Minutes of 07-05-2022 <br />where I sat with them. I was not permitted at a console, they did not explain to me what they did <br />or did not do. I asked questions and I can honestly say with absolute certainty that you are <br />safe, I am safe, as a resident with Chagrin Valley Dispatch. I am certain of that, as a matter of <br />fact. This is not new. in 2013.. we spent $21,600 to move the radio tower in anticipation of this. <br />In 2016, we spent $40,000 upgrading consoles and equipment that now are six years old and <br />need to be upgraded again, and that is a lot of money. This is not only an economic decision; <br />yes. we do get $225,000 from Fairview. Councilwoman Hemann noted that Fairview wanted to <br />get rid of their dispatch because they had police officers dispatching and they wanted their <br />boots on the ground. With the ARPA money we gave the ability to have two more officers over <br />the number recommended by our Chiefs, because we want more boots on the ground. With <br />regard to whether dispatch is in a neighboring community or if it's in Chagrin Falls. or in <br />Cleveland Heights, where this is, that does not matter, they do know where you are. People are <br />saying that people are going to die of a heart-attack, I can tell you an equal number of people <br />have said that Cleveland Clinic killed their relative or Cleveland Clinic saved their relative. So I <br />don't know how you value that or compare it because I don't actually believe that having our <br />dispatch somewhere else will kill anybody; those kinds of things are other errors. Our police <br />officers, our fire personnel know where we live. I live at that golf course and let me tell you they <br />know who we arethey do welfare checks all the time in our neighborhood. Councilwoman <br />Hemann noted that there just is not a Westside option right now and there are only so many <br />Councils available for us to be able to have the opportunity to change, and I respect our Mayor <br />and our Chiefs for standing up for this, for our residents, and if there comes an option for us to <br />come back to the Westside, I would gladly undertake that, so my vote is yes. <br />Mr. Kelly voted no with comment stating the City of North Olmsted is not safer or as safe as it <br />was when we had our own dispatchers. They are professional people, they are experienced. <br />I'm disappointed in the Administration and I'm disappointed in my colleagues who voted yes, my <br />vote is no. <br />Ordinance 2022-57 introduced by Mayor Jones was given its third reading. An Ordinance <br />authorizing the Mayor to enter into a Community Reinvestment Area (C.R.A.) agreement with <br />Fieldstone Developers, Inc. and 31351 Industrial Parkway, LLC. for the construction of a <br />warehouse I office complex in the City of North Olmsted. Councilman Glassburn moved for <br />adoption. The motion was seconded by Councilman Limpert and passed 7-0. <br />Roll Call <br />Yes. Glassburn, Limpert, Kelly, Heimann, Gilchrist, Williamson, Scarl <br />No: None <br />Motion carried. Ordinance 2022-57 adopted 7-0. <br />Resolution 2022-61 introduced by Mayor Jones was given its second reading. A Resolution <br />authorizing the Director of Public Service to advertise for bids to award a contract for <br />construction services at the Waste Water Treatment Plant (WWTP), as detailed in the <br />specifications on file with the engineer, and further authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. as Amended. <br />Councilman Limpert moved to remove Ordinance 2022-62 from the Agenda. The motion was <br />seconded by Councilman Glassburn and passed 7-0. <br />Roll Call. <br />Yes: Limpert, Glassburn, Gilchrist. Hemann, Kelly, Scarl, Williamson <br />No None <br />Motion carried. <br />
