MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 5, 2022 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, <br />Kelly, Limpert. Scarl and Williamson. <br />Also Present. Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance <br />Copfer. H. R. Director, Economic Director, Safety Director, Service Director.. <br />Recreation Director., Special Assistant to the Mayor, Clerk of Council and guests. <br />Council President Brossard called the meeting to order in Council Chambers, 5200 Dover <br />Center Road. North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />REPORTS <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee noted that <br />he did not have a report for this Council meeting, but would have a report at a later date. <br />Councilman Scarl. Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, July 5. 2022 at 7:42 p.m. Present were <br />Committee Members Scan, Gilchrist and Kelly and Council Members Williamson, Glassburn, <br />Hemann and Limpert. Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community <br />Development Upton, Safety Director Scofield, Service Director Kearney and guests. <br />• Discussed Resolution 2022-61 authorizing the Director of Public Service to advertise for <br />bids to award a contract for construction services at the Waste Water Treatment Plant <br />(WWTP), as detailed in the specifications on file with the engineer; and further <br />authorizing the Mayor, following approval of the Board of Control, to contract for the <br />same with the lowest and best bidder, and declaring an Emergency. This Resolution is <br />for construction of a training and break room for the employees has been 14 years in the <br />waiting, and is in the current budget. Resolution was favorably recommended 3-0 and <br />Committee Meeting concluded at 7.48 pm. <br />Councilman Scarl moved to Amend Resolution 2022-61 to remove the emergency clause. The <br />motion was seconded by Councilwoman Gilchrist and passed 7-0. <br />Roll Call <br />Yes'. Kelly. Gilchrist. Glassburn, Hemann, Limpert, Williamson, Scarl <br />No None <br />Motion carried. Motion to Amend passes 7-0. <br />COMMUNICATIONS <br />Council received 17 positive letters of recommendation from police chiefs, fire chiefs and one <br />Mayor, of cities that have successfully moved their dispatch centers to Chagrin Valley Dispatch. <br />
