MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JULY 5, 2022 Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Kelly, Limpert. Scarl and Williamson. Also Present. Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer. H. R. Director, Economic Director, Safety Director, Service Director.. Recreation Director., Special Assistant to the Mayor, Clerk of Council and guests. Council President Brossard called the meeting to order in Council Chambers, 5200 Dover Center Road. North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. REPORTS Councilman Limpert, Chairman of the Building, Zoning and Development Committee noted that he did not have a report for this Council meeting, but would have a report at a later date. Councilman Scarl. Chairman of the Environmental Control Committee: The Environmental Control Committee met on Tuesday, July 5. 2022 at 7:42 p.m. Present were Committee Members Scan, Gilchrist and Kelly and Council Members Williamson, Glassburn, Hemann and Limpert. Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney and guests. • Discussed Resolution 2022-61 authorizing the Director of Public Service to advertise for bids to award a contract for construction services at the Waste Water Treatment Plant (WWTP), as detailed in the specifications on file with the engineer; and further authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder, and declaring an Emergency. This Resolution is for construction of a training and break room for the employees has been 14 years in the waiting, and is in the current budget. Resolution was favorably recommended 3-0 and Committee Meeting concluded at 7.48 pm. Councilman Scarl moved to Amend Resolution 2022-61 to remove the emergency clause. The motion was seconded by Councilwoman Gilchrist and passed 7-0. Roll Call Yes'. Kelly. Gilchrist. Glassburn, Hemann, Limpert, Williamson, Scarl No None Motion carried. Motion to Amend passes 7-0. COMMUNICATIONS Council received 17 positive letters of recommendation from police chiefs, fire chiefs and one Mayor, of cities that have successfully moved their dispatch centers to Chagrin Valley Dispatch.
