Special Council Minutes of 07-05-2022 <br />Bob Cygan <br />26606 Sweetbriar Drive <br />After growing up in North Olmsted and then moving away, he chose to move back to North <br />Olmsted because the City Services are good. He said the residents have become complacent <br />because they know if they call 911 help is on the way. Questioned Council on how long they <br />would consider laying on the floor for emergency help. <br />LEGISLATION <br />Ordinance 2022-26 introduced by Mayor Jones was given its third reading. An Ordinance <br />creating new Section 1139.13 entitled "Phased Development" of Chapter 1139 of the Planning <br />and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled "Business <br />Districts" for the purpose of authorizing phased development plans in North Olmsted Business <br />Districts. Councilman Limpert moved for adoption. The motion was seconded by Councilwoman <br />Hermann and passed 7-0. <br />Roll Call: <br />Yes. Limpert, Hemann, Gilchrist.. Glassburn, Kelly, Scarl, Williamson <br />No None <br />Motion carried. Ordinance 2022-26 adopted 7-0. <br />Resolution 2022-55 introduced by Mayor Jones was given its third reading. A Resolution <br />authorizing the Mayor to enter into a contract with Chagrin Valley Dispatch for the purpose of <br />providing emergency dispatch services for the City of North Olmsted., and declaring an <br />emergency. Councilman Glassburn moved for adoption. The motion was seconded by <br />Councilman Limpert and passed 4-3. <br />Roll Call: <br />Yes. Glassburn, Limpert, Scarl. Gilchrist. Hemann <br />No Limpert, Williamson, Kelly <br />Motion carried. Resolution 2022-55 adopted 4-3. <br />Councilman Limpert voted no with comment stating that this is the toughest issue he has had to <br />deal with, and he has been on Council longer than most other Councilmembers. Also stated <br />that with regard to it being rushed, that the issue of regionalization of fire and police has been <br />discussed for over 15 years; recalls doing consulting in 2006, when Cleveland was setting up <br />their regional dispatch, so this is not a new topic or a new investigation given the expansion that <br />was looked at years ago to do regionalized fire dispatch from the police station. Feels the <br />impetus to put this on the Agenda currently is slightly rushed, given that some of the <br />implications of what needs to happen isn't until 2023, and after discussions with the Police <br />Chief, there is more time to determine onboarding, but respects the Mayor in trying to move this <br />forward. Councilman Limpert stated that unfortunately, some of the discussions about Westcom <br />or Westside dispatchthat he has spent a number of hours over the last several months talking <br />with peers, with the Police Chief, with County Councilmembers, with the Administration. and <br />with Councilmembers of other cities, listening to feedback from the Mayor's Council of <br />Governments for the Westside, with the hope of a Westside Regional Dispatch. which at the <br />time of this vote, does not seem feasible. Advised that there is a July 13`h meeting related to <br />other communities understanding the capabilities of other dispatch centers and believes we <br />should still consider that because so far the Administration has said that we do not want to be <br />left off, which he respects, but has not seen that any other Councils are moving forward at this <br />point, and thinks there is still work and observation to be done to see if a Westside dispatch is <br />possible. With that being said, progress needs to happen, and these discussions need to be <br />had, and respects the Mayor for trying to move forward in the best way possible in trying to do <br />what is best for North Olmsted. <br />
