Special Council Minutes of 03-29-2022 Roll Call: Yes'. Glassburn, Limpert, Williamson, Kelly, Gilchrist No Hemann Motion carried. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and passed 5-1. Roll Call Yes: Glassburn, Limpert, Williamson, Kelly, Gilchrist No: Hemann Motion carried. Ordinance 2022-17 adopted 5-1. Mr. Glassburn voted yes with comment noting he is very pleased that the Mayor brought forth a balanced budget with surplus and one is being returned by Council in the same fashion, and is thankful for Council's willingness to add on programs regarding street lighting, bulk purchasing and many other initiatives and recommended a favorable vote. Mr. Limpert voted yes with comment to thank the Administration for proposing a good budget in the first round and felt it was really good collaboration across Council, and wanted to ensure that as efforts are being made to save money that Council is funding departments effectively to get the most value for those residents and voted yes. Council President Brossard also thanked the Mayor on accomplishing a nice budget. Resolution 2022-24 introduced by Mayor Jones was given its third reading. A Resolution authorizing the Mayor to purchase two (2) new Toro Greensmaster Triflex 3300 Hydraulic Mowers from Jerry Pate Turf & Irrigation at a cost of $105,332.82 through the State Purchase Program, and further authorizing the Mayor to execute all contract documents, and declaring an emergency. Councilwoman Hemann moved to suspend the rules requiring three readings. The motion was seconded by Councilman Limpert and passed 6-0. Roll Call. Resolution 2022-25 introduced by Mayor Jones and placed on first reading. A resolution authorizing the Mayor to advertise for bids for rock salt for roadway ice and snow removal for use by the city of North Olmsted, as detailed in specifications on file and further authorizing the Mayor, after approval by the Board of Control, to enter into a contract with the lowest and best bidder, and declaring an emergency.
