Council Minutes of 11-01-2022 <br />Roll Call: <br />Yes. Williamson, Kelly, Limpert, Scarl, Hemann, Glassburn, Gilchrist <br />No None <br />Motion carried. <br />Councilman Limpert voted yes with comment noting he thinks it's important that we get this <br />right, as the Economic Development Director stated this is a new concept in the way it's used <br />and asked the Administration to follow-up with a path towards reviewing and resolving the <br />moratorium. <br />Councilwoman Hemann voted yes with comment to state that she also feels it is important to do <br />a lot of research on this and review all of the information available to make a reasonable <br />decision as our residents rely on them to do. <br />Council President Pro -Tem invited anyone with a comment on suspension to come to the <br />podium to be recognized. Mr. David Kovatch, Owner of Sacred Waters wanted to clarify that his <br />establishments do not sell or support the use of Deli or Delta -0. <br />Director of Economic Development Upton explained the reasons behind the Moratorium on <br />Permits, and further noting that there is a distinct difference between selling these products, and <br />serving and consuming these intoxicating substances on site. <br />Karen Mueller also spoke again to ask Council to look into what Kava is. <br />Councilwoman Williamson moved for adoption. Resolution 2022-100 adopted 7-0. <br />Mr. Glassburn voted yes with comment stating that this is the first reading of this legislation, and <br />that he has read all of the information provided with the legislationand he is even more <br />convinced that this is not in the best interest for the safety and welfare of the entire City, further <br />noting that this is not about one particular establishment, but about the safety and welfare of the <br />entire City. <br />Resolution 2022-101 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Director of Economic and Community Development to make application on <br />behalf of the City of North Olmsted for Community Development Block Grant (CDBG) funds for <br />the fiscal year 2023 for the Brookpark Road Underpass Rehabilitation Project, further <br />authorizing the Mayor to accept Grant Funds, if awarded, and to execute contract with <br />Cuyahoga County if required; and declaring an emergency. <br />Resolution 2022-102 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Director of Economic and Community Development to make application on <br />behalf of the City of North Olmsted to Cuyahoga County to participate in the Supplemental <br />Grant Program, and further authorizing the Mayor to accept the Grant, if awarded, and to <br />execute a contract with Cuyahoga County, and declaring an emergency. <br />
