Council Minutes of 11-15-2022
station where you can "Pin the Tail on Rudolph," and a ring toss station, among others.
There will also be a DJ spinning holiday tunes and the movie, "A Christmas Story" will be
shown. Volunteers are needed to staff the event and activity stations if any of you would
like to do so.
Mr. Mike Kovach was sworn in November 14. 2022, as the newest member of the
Building and Zoning Board of Appeals Commission, and Mr. Shaun McGrath was sworn
in on November 15th, as the newest Arts Commission member.
The Arts Commission will be sponsoring a Holiday Home Decorating Contest. More
details will be forthcoming after the Arts Commission meeting.
The Mayor joined Girl Scout Troop 70645 volunteering at North Olmsted's Oxcart Food
Pantry and reminded everyone that hunger never takes a holiday. The pantry is always
seeking volunteers to help, and likewise, they are always in need of donations of food.
Last Friday, the City and School District sponsored "A Salute to Veterans' at the North
Olmsted High School Performing Arts Center. The Mayor delivered some welcome
remarks, and many veterans, including those from World War Il, the Korean War,
Vietnam and Afghanistan were in attendance.
Earlier in the week the Mayor, along with all City Directors to accompanied the cremains
of two veterans to their final resting place at the Ohio Western Reserve National
Cemetery in Rittman. Their cremains. along with 38 others, including six who are also
veterans, were discovered in a closet in our Service Department shortly she took office
as Mayor. Mayor Jones noted that she will continue the difficult task of identifying the
cremains to ensure each receives a dignified and proper burial.
The Mayor advised that City Hall will be closed both on Thursday, November 24 and
Friday, November 25 and wished all a blessed Thanksgiving.
Director of Law Gareau:
• Law Director stated that a different route was taken with the contract for demolition of an
unsafe structure, at 28757 Oring in North Olmsted, stating that normally the homes go
into foreclosure and the owner is missing, so the mortgage holder seeks to foreclose on
the lien and they don't do anything to maintain the property. In this instance, the City
intervened to become a party in the foreclosure, which we had not had success in doing
before, but we were able to do it this time. Director Gareau stated that the City is now at
the point wherein Council is asked for assistance in getting a contractor to tear down the
house; noting the City can receive reimbursement for the costs associated with the
demolition.
• Director Gareau further stated that he has no idea of the demolition costs as everything
costs so much more these days, but said they will try to get the bank to take care of this
problem, and if not, the City will move forward with this legislation, because residents in
that neighborhood deserve to have a neighborhood free of these blight structures that
brings down everyone's property values.
Director of Finance Copfer
• Director Copfer stated that Cbiz Appraisers were onsite to conduct the property
appraisals within the City, and thanked Shawn Stacey, CJ Wowk, and Greg Peters for
taking them to all the City Buildings to complete their appraisals.
• Finance Director Copfer noted that on Wednesday, November 9, 2022, the City sold the
bond anticipation notes. Noting it was a difficult sale becauseinvestors have had higher
rate earning potential with other investment vehicles. such as Treasury bills, rather than
