<br />Muni Bond anticipation notes. Finance Director further stated they did sell the tax
<br />exempt note at a 4.3% yield, and the taxable note did not sell in our selling period.. but
<br />the underwriter purchased it at a 5.5% yield, and they did find a buyer in the Re -Offer
<br />Market, before the end of the day. Director Copfer thanked Council for making the
<br />Ordinance changes at the last meeting on suspension as that permitted a successful
<br />sale.
<br />Director Copfer advised that she attended the Finance Directors meeting on November
<br />10`h, for the Rocky River Municipal Court. Director Copfer stated that the City was
<br />presented with a deficit that is going to continue into next year, noting it is larger than
<br />last year because they do not have the extra funds that they've had. Director Copfer
<br />continued to state that the City's liability is limited by Ohio Revised Code, to the amount
<br />of fines that were collected on our behalf in the prior year, which was $45,000, so that
<br />will be in the upcoming budget for 2023, and according to the Clerk of Courts, it's
<br />expected to continue.
<br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met virtually on Tuesday, November 9, 2022
<br />at 7.17 p.m. Present were Committee Members Williamson, Kelly and Glassburn and Council
<br />Members Hemann,, Limpert, Gilchrist and Scarl, Mayor Jones. Law Director Gareau, Finance
<br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community
<br />Development Upton, Safety Director Scofield, Service Director Kearney, Special Assistant to the
<br />Mayor Massarolo and guests.
<br />• Discussed Ordinance 2022-98, An Ordinance Amending Chapter 749 of the Business
<br />Regulations Code of the City of North Olmsted entitled "Massage Establishments Law
<br />Director Gareau explained that this Ordinance would require registration of state
<br />licensed massage therapists, and further clarified the standards for those businesses
<br />that are exempt from the code requirements. Businesses exempt from the requirements
<br />of Chapter 749, or any establishments that provide massage services with a license
<br />issued by the State Medical, Chiropractic, Occupational Therapy, Board of Nursing,
<br />Cosmetology and Barber Board Report. Massage establishments operating outside of
<br />these parameters must obtain a registration certification for massage establishment, and
<br />we'll require that any persons providing those services be licensed and in good standing
<br />through the state of Ohio. The legislation was favorably recommended by a vote of 3-0
<br />and the Committee Meeting concluded at 7.29 p.m.
<br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee did not
<br />have a report but asked for a moment of personal privilege to note that he unfortunately was not
<br />able to attend the High School Veterans event but did attend an event at the Chestnut
<br />Elementary School, and was very impressed by how well our schools are bringing Veterans
<br />together with young people with our City, as the Mayor mentioned bringing people together
<br />across all ages, and he thought that it was a great event.
