Council Minutes of 11-15-2022 <br />• Discussed Ordinance 2022-105, An Ordinance to make and transfer appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 2022 and declaring an emergency. <br />• Councilman Glassburn noted there were a number items in the Ordinance including <br />raising appropriations for overages, in fire, dispatch, and additional amounts for tax <br />collection and the need to amend a second part. The legislation was favorably <br />recommended on suspension by a vote of 3-0, and the Committee Meeting concluded at <br />7 45 p.m. <br />Councilman Glassburn to moved Amend Ordinance 2022-105. The motion was seconded by <br />Councilman Limpert and passed 7-0. <br />Roll Call: <br />Yes. Glassburn, Limpert, Williamson, Hemann, Gilchrist. Kelly, Scarl <br />No None <br />Motion to Amend Ordinance 2022-105 approved by a vote of 7-0. <br />Mr. Glassburn also requested a moment of personal privilege to thank everyone for the Birthday <br />wishes and to extend congratulations to Councilman Kelly on his victory in the last election. <br />Councilman Kelly, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met virtually on Tuesday, November 9, 2022 at 7:46 <br />p.m. Present were Committee Members Kelly, Glassburn and Gilchrist and Council Members <br />Williamson, Hemann, Limpert and Scan. Mayor Jones, Law Director Gareau, Finance Director <br />Copier, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney. Special Assistant to the Mayor <br />Massarolo and guests. <br />• Discussed Ordinance 2022-99. An Ordinance authorizing the Director of Economic and <br />Community Development to request proposals for pavement management survey, <br />analysis, reporting and data hosting for public improvements, further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into an agreement with the <br />firm selected in the RFP process. Councilman Kelly noted this was originally discussed <br />in the ARPA issue, looking for technology to drive and rate the street conditions and to <br />also rate sidewalk conditions, to create a five-year program to have a map of street <br />repairs. It's currently rated right now by one individual, and the new system would use 3- <br />D mapping. The legislation was favorably recommended by a vote of 3-0. <br />• Also discussed Resolution 2022-101. A Resolution authorizing the Director of Economic <br />and Community Development to make application on behalf of the City of North Olmsted <br />for Community Development Block Grant (CDBG) funds for the fiscal year 2023 for the <br />Brookpark Road Underpass Rehabilitation Project; further authorizing the Mayor to <br />accept Grant Funds, if awarded, and to execute contract with Cuyahoga County if <br />required; and declaring an emergency. The Brook Park underpass as it is currently is <br />not ADA accessible, and the legislation seeks to upgrade the guardrails and find a way <br />to funnel the rainwater away from the walkway. The legislation was favorably <br />recommended by a vote of 3-0. <br />• Discussed Resolution 2022-102. A Resolution authorizing the Director of Economic and <br />Community Development to make application on behalf of the City of North Olmsted to <br />Cuyahoga County to participate in the Supplemental Grant Program, and further <br />authorizing the Mayor to accept the Grant, if awarded, and to execute a contract with <br />Cuyahoga County, and declaring an emergency. Councilman Kelly stated this legislation <br />is to simply allow the City to apply for this grant to access up to $50,000 in grant money, <br />
