Council Minutes of 11-15-2022 <br />if awarded. The legislation was favorably recommended by a vote of 3-0 and the <br />Committee Meeting concluded at 8.02 p.m. <br />COMMUNICATIONS <br />Mr. John Cotofan <br />25914 Tallwood Drive <br />Mr. Cotofan sent in an email to Council this afternoon to bring forth his concerns with the "S" <br />Curve on Canterbury at Tallwood Drive. He attached several pictures pointing out the area <br />wherein three accidents had occurred in the last eight years. He is concerned for his son and <br />another children waiting for the school bus in the area. He stated that although the speed signs <br />help, he would really like to see guardrails up to stop individuals from entering sidewalks and <br />yards. The email in its entirety was sent to Council before the Council Meeting and is attached <br />to these meeting minutes. <br />AUDIENCE PARTICIPATION <br />Mr. Jeff Sturgeon <br />3092 W. 231st Street <br />Mr. Sturgeon asked if there was an update on the Brookpark and 480 changes that have <br />started. Mayor Jones responded by stating that both the Economic Development and Service <br />Department Directors are in constant contact with COOT on several projects within the City. Mr. <br />Sturgeon noted the new legislation for the Brookpark overpass is a good idea, and further stated <br />that one must cross Brookpark Road because there are no sidewalks and would like to see <br />sidewalks in that area. Mr. Sturgeon also commented that he feels the City was given bad <br />information with regards to painting the retention basin, noting that aluminum can be painted. <br />Lastly, Mr. Sturgeon relayed his dissatisfaction with regard to the NOPEC rates. Director Copfer <br />stated we are not compensated in any way by NOPEC, and noted that each resident has the <br />option to opt out for electricity, if they so wish, or opt -in for natural gas through NOPEC. The <br />Mayor noted that she did not believe there was any contract with NOPEC, but would work with <br />the Law Director to get that information to Council and Mr. Sturgeon. <br />LEGISLATION <br />Ordinance 2022-93 introduced by Councilman Glassburn on behalf of all of Council was given <br />its third reading. An Ordinance establishing and fixing the compensation for Council -At -Large <br />Members for the term of office commencing January 1, 2024, through December 31, 2027. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert <br />and passed 7-0. <br />Roll Call <br />Yes'. Glassburn, Limpert, Kelly, Gilchrist., Williamson, Scarl, Hemann <br />No. None <br />Motion carried. Ordinance 2022-93 adopted 7-0. <br />Ordinance 2022-95 introduced by Mayor Jones was given its third reading. An Ordinance <br />amending and re-establishing Section 141.99(d) of the Administrative Code entitled <br />"Composition and Organization of the Department of Public Service" in order to create the <br />position of "Pretreatment Bicsolids Coordinator" and to amend the organizational chart <br />
