Special Council Minutes of 11-29-2022 <br />COMMUNICATIONS <br />None <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 W. 231st Street <br />Mr. Sturgeon wanted to clarify a statement he made at the last Council Meeting about there <br />being no sidewalk between Grace and Clague. He stated that there is a sidewalk, however it is <br />not complete as it ends shortly after the underpass. He said that property belongs to the State <br />of Ohio and that it may be beneficial to the City to collaborate with the State to have the <br />sidewalk fixed. Mr. Sturgeon also stated that he is concerned about the worsening crime in <br />North Olmsted, noting that someone's house on his street was just shot at from a drive-by car, <br />and alluded to another incident wherein someone was just banging and yelling at a home until <br />the police were called. He asked for more police patrols in the area. The Mayor noted that she <br />will work with the Safety Director to make that happen. <br />LEGISLATION <br />Ordinance 2022-98 introduced by Mayor Jones was given its third reading. An Ordinance <br />Amending Chapter 749 of the Business Regulations Code of the City of North Olmsted entitled <br />"Massage Establishments". Councilman Kelly moved for adoption. The motion was seconded by <br />Councilman Glassburn and passed 6-0. <br />Roll Call: <br />Yes. Kelly, Glassburn, Scarl Limpert, Gilchrist, Hemann <br />No. None <br />Motion carried. Ordinance 2022-98 adopted 6-0. <br />Ordinance 2022-99 introduced by Mayor Jones was given its third reading. An Ordinance <br />authorizing the Director of Economic and Community Development to request proposals for <br />pavement management survey, analysis, reporting and data hosting for public improvements, <br />further authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the firm selected in the RFP process. Councilman Kelly moved for adoption. <br />The motion was seconded by Councilman Glassburn and passed 6-0. <br />Roll Call: <br />Yes: Kelly, Glassburn, Hemann, Gilchrist, Scarl, Limpert <br />No None <br />Motion carried. Ordinance 2022-99 adopted 6-0. <br />Resolution 2022-101 introduced by Mayor Jones was given its third reading. A Resolution <br />authorizing the Director of Economic and Community Development to make application on <br />behalf of the City of North Olmsted for Community Development Block Grant (CDBG) funds for <br />the fiscal year 2023 for the Brookpark Road Underpass Rehabilitation Project, further <br />authorizing the Mayor to accept Grant Funds.. if awarded, and to execute contract with <br />Cuyahoga County if required, and declaring an emergency. Councilman Kelly moved for <br />adoption. The motion was seconded by Councilman Glassburn and passed 6-0. <br />
