Special Council Minutes of 11-29-2022 <br />Administration and Council the ability to set appropriate membership rates and fees <br />based on various categories within those ranges. The discussion focused around <br />making the fees more amenable to residents and then expand out. The legislation was <br />favorably recommended 2-0 and the Committee Meeting concluded at 8:03 p.m. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 22, 2022 at 7:15 p.m. Present were <br />Committee Members Glassburn and Williamson and Council Members Hemann, Kelly, Gilchrist <br />and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement <br />Director Pinchek and guests. <br />• Discussed Resolution 2022-110. A Resolution dispensing with the formal RFP process <br />and authorizing the Mayor to enter into an agreement with Personnel Selection Services <br />to provide entry level and written promotional testing services pre-employment testing <br />and police and fire promotional testing services, and declaring an emergency. <br />Councilman Glassburn noted that this is a renewal contract with no fee increase. The <br />legislation was favorably recommended by a vote of 2-0. <br />• Discussed Ordinance 2022-114. An Ordinance Amending Section 2 of Ordinance No. <br />2022-38 (An Ordinance authorizing the Director of Economic and Community <br />Development to request proposals for Professional Energy Conservation Services and <br />Consulting for Reduction of City Energy Consumption and Utility Costs, further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the firm selected in the RFP process), and declaring an emergency. <br />Councilman Glassburn noted the legislation expands the original scope of work. It is not <br />anticipated this will cost the City any additional monies. The legislation was favorably <br />recommended by a vote of 2-0. <br />• Discussed Ordinance 2022-115. An Ordinance amending the rates of compensation for <br />Administrative Personnel to add a Building Commissioner, Master Plans Examiner and <br />Pretreatment Biosolids Coordinator for the years 2022 and 2023: and otherwise restating <br />the compensation rates and descriptions for various Administrative and Legislative <br />Personnel for the Years 2022 and 2023, and declaring an emergency, as amended. <br />Councilman Glassburn stated the legislation allows for the funding the rates to hire an in- <br />house Building Commissioner, and Plans Examiner and amending to add a Biosolids <br />Coordinator at the Waste Water Treatment Plant. The legislation was favorably <br />recommended by a vote of 2-0. Councilman Glassburn moved to amend Ordinance <br />2022-115. The motion was seconded by Councilman Limpert and passed by a vote of 6- <br />0 <br />Roll Call: <br />Yes: Glassburn, Limpert, Kelly, Hemann, Gilchrist, Scarl <br />No None <br />Motion carried. Ordinance 2022-115 amended 6-0. <br />• Last discussed was Resolution 2022-119. A Resolution authorizing the Director of <br />Human Resources to solicit Statements of Qualifications (S.O.Q.) from qualified firms or <br />individuals to serve as the City's Labor Negotiator; and further authorizing the Mayor, <br />following approval of the Board of Control, to enter into a contract with the firm or <br />individual selected in the S.O.Q. process, and declaring an emergency. Councilman <br />Glassburn stated this is to hire a professional negotiator for Union Labor negotiations <br />with Collective Bargaining Units. The legislation as favorably recommended by a vote of <br />2-0 and Committee Meeting concluded at 7:39 p.m. <br />
