Special Council Minutes of 11-29-2022 <br />Mr. Jeff Sturgeon spoke up to inquire if the owners of the property are behind in their property <br />taxes, to which Law Director Gareau stated he could not answer that question at the moment, <br />but that whether they are or not, the City's lien takes priority and is certified on the tax duplicate, <br />so it is paid first, so when the parcel is sold, the City will be paid first, and further noting that the <br />property has been in foreclosure for some time and it's noted that the bank/lien holder will take <br />steps to demolish the home and the City will not need to do this, however, this is a back-up <br />plan, and the City has been successful in the past with this process. <br />Councilman Kelly moved for adoption. The motion was seconded by Councilman Glassburn and <br />passed 6-0. <br />Roll Call: <br />Yes: Kelly, Glassburn, Scarf, Limpert, Hemann, Gilchrist <br />No None <br />Motion carried. Ordinance 2022-116 adopted 6-0. <br />Resolution 2022-119 introduced by Mayor Jones was given its second reading. A Resolution <br />authorizing the Director of Human Resources to solicit Statements of Qualifications (S.O.Q.) <br />from qualified firms or individuals to serve as the City's Labor Negotiator; and further authorizing <br />the Mayor, following approval of the Board of Control, to enter into a contract with the firm or <br />individual selected in the S.O.Q. process, and declaring an emergency. <br />Resolution 2022-120 introduced by Mayor Jones was given its second reading. A Resolution <br />authorizing the Mayor to enter into an agreement with N. P. Masonry and Anthony Barber <br />Contracting to perform construction services at the Recreation Center, and declaring an <br />emergency. Councilwoman Hemann moved to suspend the rules requiring three readings. The <br />motion was seconded by Councilman Scarl and passed 6-0. <br />Roll Call: <br />Yes. Hemann, Scarl, Limpert, Kelly, Glassburn, Gilchrist <br />No: None <br />Motion carried. <br />Councilwoman Hemann moved for adoption. Resolution 2022-120 adopted 6-0. <br />Ordinance 2022-121 introduced by Mayor Jones and placed on first reading. An Ordinance <br />authorizing the City of North Olmsted pursuant to Section 941.01(d) of the Streets, Utilities and <br />Public Services Code of the Codified Ordinances of the City of North Olmsted to partially <br />contribute to the costs incurred for refuse collection by owners of certain residential structures <br />not otherwise authorized to receive refuse collection services from the City of North Olmsted, <br />and declaring an emergency. <br />
