Council Minutes of 12-06-2022 <br />• Director Copfer further stated that she submitted the electronic version and book version <br />of the Budget to Council. <br />Council President Brossard asked for a moment of silence for former Mayor Ed Boyle. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, December 6, 2022 at 7:40 <br />p.m. Present were Committee Members Limpert, Williamson and Hemann and Council <br />Members Glassburn, Kelly, Gilchrist and Scan, Council President Brossard, Mayor Jones, Law <br />Director Gareau, Human Resources Director Kidd, Safety Director Scofield, Service Director <br />Kearney, Recreation and Public Engagement Director Pinchek and guests. <br />• Discussed Ordinance 2022-97 amending the Schedule of Uses at 1139.03-1 of Chapter <br />1139, "Business Districts' of the Planning and Zoning Code of the Codified Ordinances <br />of the City of North Olmsted, for the purpose of establishing massage establishments <br />operated by State licensed professionals as a permitted use in the North Olmsted <br />Business District. Councilman Limpert stated that after a discussion to clarify the <br />language involving Chapter 749 and 1139 of the Planning and Zoning Code and how <br />those who are licensed to perform massage, and our guidelines on massage <br />establishments, the legislation was favorably recommended by a vote of 3-0 and <br />Committee Meeting concluded at 7.50 p.m. <br />Councilman Kelly, Chairman of the Streets and Transportation Committee did not have a report <br />but did ask for a moment of personal privilege to state that the Shop with a Cop event occurred <br />on Saturday, December V He noted that it was a great example of collaboration between the <br />schools and the Police Departmentand further stated that 108 children received $150 to spend <br />at Wal'Mart for their Christmas. The families had breakfast and lunch, and Santa was there too. <br />He thanked Mayor Jones for attending and meeting with the families. Councilman Kelly thanked <br />the Police Department and Wal'Mart for all the work that went into the event. <br />Councilman Scarl, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, December 6, 2022 at 7:15 p.m. Present <br />were Committee Members Scarl, Gilchrist and Kelly and Council Members Williamson. <br />Glassburn, Hemann and Limpert, Council President Brossard, Mayor Jones, Law Director <br />Gareau, Human Resources Director Kidd, Service Director Kearney.. Recreation and Public <br />Engagement Director Pinchek and guests. <br />Discussed Ordinance 2022-121 authorizing the City of North Olmsted pursuant to <br />Section 941.01(d) of the Streets, Utilities and Public Services Code of the Codified <br />Ordinances of the City of North Olmsted to partially contribute to the costs incurred for <br />refuse collection by owners of certain residential structures not otherwise authorized to <br />receive refuse collection services from the City of North Olmsted, and declaring an <br />emergency. Councilman Scarl stated that after discussion and questions, this <br />legislation will allow 675 homes on non -dedicated streets to receive a 25% discount off <br />their monthly refuse bill. The legislation was favorably recommended by a vote of 3-0 <br />and Committee Meeting concluded at 7:32 pm. <br />None. <br />
