Council Minutes of 12-06-2022 <br />Ordinance 2022-116 introduced by Mayor Jones was given its third reading. An Ordinance <br />establishing new and revised Program Fee Ranges for use of Park and Recreation Facilities., <br />and further restating said program fees.. and declaring an emergency. Councilwoman Hemann <br />moved for adoption. The motion was seconded by Councilman Scarl and passed 7-0. <br />Roll Call. <br />Yes: Hemann, Scarl, Williamson, Kelly, Limpert. Glassburn, Gilchrist <br />No None <br />Motion carried. Ordinance 2022-116 adopted 7-0. <br />Resolution 2022-117 introduced by Mayor Jones was given its third reading. A Resolution <br />authorizing the Mayor to enter into an agreement with Poolside Adventures to install an aquatic <br />climbing wall at the Recreation Center, and declaring an emergency. Councilwoman Hemann <br />moved for adoption. The motion was seconded by Councilman Scarf and passed 6-1. <br />Roll Call: <br />Yes'. Resolution 2022-117 adopted 6-1. <br />Mr. Glassburn voted yes with comment to state that he believe it is a good decision, it should <br />have gone through the budget process, and wanted to encourage all to get back to the process <br />of including these types of projects in the budget, so that they may be properly weighed against <br />other uses of funds. <br />Resolution 2022-119 introduced by Mayor Jones was given its third reading. A Resolution <br />authorizing the Director of Human Resources to solicit Statements of Qualifications (S.O.Q.) <br />from qualified firms or individuals to serve as the City's Labor Negotiator, and further authorizing <br />the Mayor, following approval of the Board of Control, to enter into a contract with the firm or <br />individual selected in the S.O.Q. process, and declaring an emergency. Councilman Glassburn <br />moved for adoption. The motion was seconded by Councilman Limpert and passed 7-0. <br />Roll Call <br />Yes: Glassburn, Limpert, Kelly, Gilchrist.. Williamson, Scarl, Hemann <br />No None <br />Motion carried. Resolution 2022-119 adopted 7-0. <br />Ordinance 2022-97 introduced by Mayor Jones was given its second reading. An Ordinance <br />amending the Schedule of Uses at 1139.03-1 of Chapter 1139, "Business Districts" of the <br />Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted, for the <br />purpose of establishing massage establishments operated by State licensed professionals as a <br />permitted use in the North Olmsted Business District. <br />Ordinance 2022-121 introduced by Mayor Jones and was given its second reading. An <br />Ordinance authorizing the City of North Olmsted pursuant to Section 941.01(d) of the Streets, <br />Utilities and Public Services Code of the Codified Ordinances of the City of North Olmsted to <br />partially contribute to the costs incurred for refuse collection by owners of certain residential <br />structures not otherwise authorized to receive refuse collection services from the City of North <br />Olmsted, and declaring an emergency. Councilman Scarl moved to suspend the rules requiring <br />three readings. The motion was seconded by Councilwoman Gilchrist and passed 7-0. <br />
