Council Minutes of 12-20-2022 <br />plan. The large South Interceptor retention project is outside the budget at this time. 4. <br />Economic Development includes the Great Northern Bridge rehabilitation project, <br />demolition of the former School sites, and the new city Master Plan. Engineering is <br />being restructured to improve services and costs. 5. IT provided additional information <br />to Council regarding its software/service and capital casts into the future. Council <br />discussed potential amendments and determined that an additional meeting to further <br />discuss was necessary. The legislation was held in Committee by a vote of 3-0. <br />The Finance Committee met virtually via GoTo Meeting on December 15, 2022 beginning at 8:32 <br />p.m. and ending at 9:35 p.m. Present were Committee Members Glassburn, Williamson and <br />Limpert and Council Members Hemann, Kelly, Gilchrist and Scarl, Council President Brossard, <br />Finance Director Copfer, Director of Economic and Community Development Upton, Service <br />Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo, Keith Sperling and guests. <br />• finance Committee continued discussion on the 2023 temporary budget. Council <br />continued discussion on the finance department time and personnel management <br />programs, street lighting expansions, dispatch overtime costs, Clague Road Park <br />playground equipment, Barton -Bradley safety improvements, City Council Chambers, <br />and long-term budgeting priorities. Council amended the budget to accept technical <br />corrections and allocate an additional $80,000 for street lighting and $50,000 for Clague <br />Park playground equipment. Council will look to add in additional police e -bike, <br />modernize Council Chambers, improve Barton Bradley safety, and much more in their <br />permanent budget as necessary. Further discussions will also include long-term planning <br />for future expenses including the recreation center pool, land acquisition, capital <br />repair/replacement, computer/IT capital costs, and inflationary costs. The legislation <br />was favorably recommended to Council by a vote of 2-0. Councilman Glassburn to <br />moved Amend Ordinance 2022-122. The motion was seconded by Councilman Limpert <br />and passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Gilchrist, Williamson, Scarl, Kelly, Hemann <br />No: None <br />Motion to Amend Ordinance 2022-122 approved by a vote of 7-0. <br />Councilman Scarl, Chairman of the Environmental Control Committee did not have a report but <br />wished Councilman Kelly good luck and also wished everyone a Merry Christmas and Happy <br />New Year. <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee did not <br />have a report but congratulated Mr. Kelly and wished him good luck, as well as wished all a <br />Merry Christmas and Happy New Year. <br />COMMUNICATIONS <br />None. <br />
