Council Minutes of 01-17-2022 <br />No: None <br />Motion carried. Suspension of Rules for Resolution 2023-6 approved 6-0. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilwoman <br />Gilchrist and passed 6-0. <br />Roll Call: <br />Yes: Glassburn, Gilchrist, Williamson, Hemann, Limpert, Scarl <br />No: None <br />Motion carried. Resolution 2023-6 adopted 6-0. <br />Ordinance 2023-7 was introduced by Mayor Jones and placed on first reading. An Ordinance <br />authorizing the Mayor to execute contracts with the Director of the Ohio Department of <br />Transportation for a "county -wide bridge repair project for structures on the interstate system <br />which includes Great Northern Boulevard bridge over IR -480 (Cuy-22-0434) and Columbia Road <br />bridge over IR -480 (Cuy-480-0446) in the City of North Olmsted", and declaring an emergency. <br />Ordinance 2023-8 was introduced by Mayor Jones and Councilwoman Hemann and placed on <br />first reading. An Ordinance amending and restating Section 957.01 of Chapter 957 (Alcoholic <br />Beverages on Public Grounds) of the Codified Ordinances of the City of North Olmsted in order <br />to permit beer and wine to be sold and consumed at the "Saturday in the Park Concert Series," <br />and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Council President Brossard thanked all of the candidates for applying and continued on to state <br />that the City's Charter, nor Council's Rules require any advertising, posting nor interviewing of <br />any candidates, but that Council did post on the City's website to reach any interested <br />residents. Council President then advised all of the process of voting for a new council member <br />as follows: The floor will open for nominations to offer a name to be placed for the At Large <br />seat. Our City Charter and Rules of Council allows for anyone's name to be placed for <br />nomination to fill a spot whether they participated in Council's interview process or not. A <br />council member may ask to be recognized and will place a name for nomination. Members of <br />Council will continue to request to be recognized, and offer names to be nominated as they see <br />fit. When someone's name is placed for nomination, it does not need to be seconded, allowing <br />for one nomination or several. Once Council no longer offers any other nominations, the floor <br />will be closed to nominations. We will then ask the Clerk to call the roll. Once a member's <br />name is called they will then vote for the person they wish to fill the At Large vacancy. If a <br />nominated person receives four votes, then that person will be appointed to the At Large seat <br />to fill the remainder of term. If there are two people who receive three votes, then the <br />President of Council will vote to break the tie. If no one receives four votes and there is not a <br />tie, then we will again open the floor for nominations and Council will begin the process again <br />until a nominee has been chosen with the majority of votes. Council President Brossard asked <br />if Council had any questions for Law Director Gareau, there were none. <br />
