MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 7, 2023 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Limpert, <br />Madden, Scarl and Williamson. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer, <br />H. R. Director, Economic Director, Safety Director, Service Director, Recreation Director, <br />Special Assistant to the Mayor, Clerk of Council and guests. <br />Absent: None <br />Council President Brossard called the meeting to order at 8:06 p.m. in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance <br />The Council Meeting Minutes of January 17, 2023, were approved as written. <br />The following legislation was considered for suspension of the rules. On second reading Resolution <br />2023-4 and Ordinance 2023-7, and on first reading Ordinance 2023-22. <br />REPORTS <br />Mayor Jones: <br />• Before the Mayor gave her report, she offered the floor to Police Chief Wagner to present the <br />Lifesaver Award to Police Officers Hasim Welch -Bey and lack Butcher, and Detective Ken <br />Vagase, for saving a man's life in the Metroparks. Additionally, Officers Alex Pickens and Alex <br />Johnson were sworn in, as well as Firefighter/Paramedics Tyler Fugate and Jose Colon Nogueras <br />and, Firefighters/Paramedics Daniel Sparks and Shaun Kibler were promoted to Lieutenant. <br />• The Northeast Ohio AreawideCoordinating Agency (NOACA) conducted a procurement for the <br />Electric Vehicle Charging Stations Program in late November 2022. Following a technical <br />evaluation of proposals and bid opening NOACA was unable to make an award because the <br />qualifying proposals exceeded the allowable Engineer's cost estimate by more than 10 percent. <br />NOACA is currently refining the Request for Proposal specifications and plans to initiate another <br />procurement within the month of February. Under this timeframe, the awarded contract would <br />be reviewed by NOACA's Finance and Audit Committee and approved by the Board of Directors <br />in lune. This would enable project implementation during the summer construction season with <br />completion by the end of 2023. <br />• The Mayor noted that her first State of the City address will be on Thursday, March 9, 2023, at <br />7:00 p.m. at Springvale Ballroom. The event is free and open to the public. Council is invited to <br />attend, and adding that all appointed Directors will be on hand to answer any questions. <br />
