Council Minutes of 03-21-2023 <br />The Committee met to hear the Economic Development Strategic Plan as presented by <br />Kleinfelder Consultants. The presentation consisted of five phases, the evaluation of current <br />conditions, business retention, business attraction, organizational improvements and a mapping <br />and implementation strategy. Kleinfelder fielded questions from Council and the meeting <br />concluded at 7:41 p.m. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee did not <br />have a report. However, Councilwoman Williamson moved to remove Ordinance 2023-40 from the <br />Agenda. The motion was seconded by Councilman Madden and passed 6-0. <br />Roll Call: <br />Yes: Williamson, Madden, Scarl, Gilchrist, Glassburn, Limpert <br />No: None <br />Motion carried. Ordinance 2023-40 removed from the Agenda 6-0. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, March 14, 2023, at 8:06 p.m. <br />Present were Committee Members Limpert, Williamson and Hemann and Council Members Glassburn, <br />Madden, Gilchrist and Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Service Director <br />Kearney and guests. <br />• Discussed Resolution 2023-34 A Resolution authorizing the Director of Economic and <br />Community Development to solicit Statements of Qualifications (S.O.Q.) pursuant to the <br />Request for Qualification (R.F.Q.) process from qualified firms to conduct strategic planning <br />services to fulfill the Charter -Mandated Ten (10) Year Master Plan Review requirement for the <br />City of North Olmsted, and further authorizing the Mayor, subject to approval of the Board of <br />Control, to enter into an agreement with firm selected through the R.F.Q. process. Councilman <br />Limpert noted that this initiative is a Charter mandate to set the priorities and visions for <br />investments into the City. The legislation was favorably recommended by 3-0, and the <br />Committee Meeting concluded at 8:10 p.m. <br />None. <br />Jeff Sturgeon <br />3092 West 231" Street <br />Mr. Sturgeon addressed Council to ask questions with regard to Resolution 2023-28, the NOPEC Grant. <br />He asked how much grant money we had received in the past and what is expected from this grant. <br />Mr. Glassburn responded by stating that he believes North Olmsted has received an estimated 80K <br />annually in the past. Mr. Sturgeon asked if it was a five-year agreement, wherein Mr. Glassburn <br />responded by stating that this is strictly a grant and has no service agreement attached to it. Mr. <br />Sturgeon stated his opinion that NOPEC has failed miserably on providing the best rates for the <br />residents. Director Copfer added that NOPEC will be bidding to win a contract this Spring. <br />
