Council Minutes of 04-04-2023
best bidder. Councilman Madden reported this is an annual purchase by the City, wherein
the City takes advantage of the current year's prices by filling the bin at the end of the
season. The Legislation was favorably recommended by a vote of 3-0, and the Committee
Meeting concluded at 7:24 p.m.
COMMUNICATIONS
None.
Jim Burns
North Olmsted Chamber of Commerce
Mr. Burns asked Council to remove Ordinance 2023-18 from the Agenda and place into Committee, so
that the Public Hearing and Planning and Design Commission comments and recommendations can be
discussed and considered.
Benjamin Blondin
Brook Park, OH
Mr. Blondin noted that he is in attendance to advocate for Sacred Waters Kava bar, explaining that it is a
place of peace and acceptance, and a place where sober people can go to have a sense of community
without alcohol. He further noted that his daughter really likes to go there to play the games, and he
read a short quote from her. Mr. Blondin stated that the owner, David Kovach is a kind, generous man
and chooses not to serve alcohol even though he has a liquor license.
Don Jugquist
North Olmsted, OH
Mr. Jugquist came to Council to advocate for Sacred Waters. He has been going to Sacred Waters since
November, 2022. He is a veteran who believes that the care he is given at the VA Hospital is very similar
to Sacred Waters, and he needs a place like that to go to. Shared a quote from Aristotle.
Shannon Rice
Virginia Beach, VA
Ms. Rice notes that she visits the area to take care of family. She states she had a degenerative spine
disease and severe vasculitis and could barely walk. She said when she went to Sacred Waters she last
30 pounds and her pain level dropped immensely, and she was able to walk and hike again. She stated
that she had soft-tissue tumors that are almost all the way gone now. She said it is a Community of
love, understanding and healing and a benefit to North Olmsted.
Inaudible Name
North Ridgeville, OH
Is in support of Sacred Waters and takes her seven-year-old son there, who loves having other kids to
play with. Noting it is a place to enjoy oneself and enjoy the community feeling that the world is lacking.
Sacred Waters is full of love, and she and her husband often talk of the hugs David gives, noting they are
tight, genuine hugs. Her husband is also a veteran and since going to Sacred Water his life has changed
