Council Minutes of 04-04-2023 <br />Discussed Ordinance 2023-42. An Ordinance Amending Section 139.99(a) of Chapter 139 of the <br />Administrative Code entitled "Department of Public Safety," for the purpose of adding a part <br />time, seasonal position within the Department of Public Safety for the purpose of providing <br />services for the annual Deer Population Management Program. During the Committee, Director <br />Scofield explained this individual will serve as the third sharp -shooter for the program which <br />runs January 31s` through March 310. The legislation was favorably recommended by a vote of <br />3-0, and the Committee Meeting concluded at 7:09 p.m. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, April 4, 2023 at 7:15 p.m. Present were Committee Members <br />Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and Scarl, Council <br />President Brossard, Mayor Jones, Law Director Gareau, Human Resources Director Kidd, Director of <br />Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, <br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo. <br />• Discussed Resolution 2023-37. A Resolution authorizing the Mayor to enter into a contract <br />with Mad Bomber fireworks productions to provide a fireworks display for 2023, and <br />declaring an emergency. Councilman Glassburn stated the annual city fireworks will be the <br />same cost as last year, $30,000.00, and will be on August 11, 2023. The Legislation was <br />favorably recommended by a vote of 3-0, and the Committee Meeting concluded at 7:19 <br />p.m. <br />Councilman Scarl, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, April 4, 2023 at 7:10 p.m. Present were <br />Committee Members Scarl, Gilchrist and Madden and Council Members Williamson, Glassburn, Hemann <br />and Limpert, Council President Brossard, Mayor Jones, Law Director Gareau, Human Resources Director <br />Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service <br />Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor <br />Massarolo. <br />• Discussed Resolution 2023-35. A Resolution authorizing the Director of Public Service to <br />Advertise for bids for Leaf Collection Services as per the specifications on file and, after <br />approval by the Board of Control, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder. Councilman Scarl noted this is a bid for a new three-year <br />contract to be in place by the Fall of 2023. Director Kearney noted in the Committee that <br />there are not a lot of companies that do this type of work. Legislation was favorably <br />recommended by a vote of 3-0, and the Committee Meeting concluded at 7:14 p.m. <br />Councilman Madden, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, April 4, 2023 at 7:20 p.m. Present were <br />Committee Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, <br />Limpert and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Resolution 2023-36. A Resolution authorizing the Director of Public Service to <br />advertise for bids for rock salt for roadway ice and snow removal for use by the City of North <br />Olmsted, as detailed in specifications on file and further authorizing the Director of Public <br />Service, after approval by the Board of Control, to enter into a contract with the lowest and <br />
