Council Minutes of 04-18-2023 <br />Councilwoman Williamson moved to suspend the rules requiring three readings and formal committee <br />review. The motion was seconded by Councilman Madden and passed 7-0. <br />Roll Call: <br />Yes: Williamson, Madden, Gilchrist, Glassburn, Scarl, Hemann, Limpert <br />No: None <br />Motion carried. <br />Mr. Limpert voted yes with comment to state he appreciates the Administration and Councilwoman <br />Williamson for ensuring we continue to be thoughtful in incorporating the needed zoning conversation <br />as part of this legislation. <br />Councilwoman Williamson moved for adoption. Resolution 2023-47 adopted 7-0. <br />Ordinance 2023-48 was introduced by Mayor Jones and placed on first reading. An Ordinance amending <br />Section 139.99(b) of Chapter 139 of the Administrative Code entitled "Department of Public Safety," for <br />the purpose of creating a new full-time position of Information Systems Specialist in the Division of <br />Police, and declaring an emergency. <br />Resolution 2023-49 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Director of Economic and Community Development to solicit Statements of <br />Qualifications for Architectural Services for various City projects through Calendar Year 2024, and <br />declaring an emergency. <br />Resolution 2023-50 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Mayor to enter into a Guaranteed Energy Savings Contract with Leopardo Energy LLC, <br />based on an energy audit authorized by Ordinance 2022-38, as Amended by Ordinance 2022-114, in the <br />amount of $3,962,095.00. <br />Ordinance 2023-51 was introduced by Mayor Jones and placed on first reading. An Ordinance providing <br />for the issuance and sale of not to exceed $4,000,000 of Notes, in anticipation of the issuance of Bonds, <br />to provide funds to pay costs of acquiring and installing energy conservation measures in City Buildings <br />and Facilities, together with all necessary appurtenances thereto. <br />Councilman Glassburn announced that he is in receipt of the signed Fiscal Officer's Certificate. <br />Ordinance 2023-52 was introduced by Mayor Jones and placed on first reading. An Ordinance <br />Amending Section 1118.13 of the Planning and Zoning Code of the Codified Ordinances of the City of <br />North Olmsted entitled, "Offices and Services', in order to establish Subsection (F) to limit the location <br />of specified uses. <br />Ordinance 2023-53 was introduced by Mayor Jones and Councilwoman Williamson and placed on first <br />reading. An Ordinance establishing the definition of "Unregulated Psychoactive Substances" in Section <br />1115.12 of the Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted <br />
