MINUTES OF THE SPECIAL MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED
<br />APRIL 25, 2023
<br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Limpert,
<br />Madden, Scarl and Williamson.
<br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer,
<br />H. R. Director, Economic Director, Safety Director, Service Director, Special Assistant to
<br />the Mayor, Clerk of Council and guests.
<br />Absent: None
<br />Council President Brossard called the meeting to order at 8:37 p.m. in Council Chambers, 5200 Dover
<br />Center Road, North Olmsted, Ohio.
<br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance.
<br />REPORTS
<br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met on Tuesday, April 25, 2023 at 6:48 p.m. Present
<br />were Committee Members Williamson, Madden and Glassburn and Council Members Hemann, Limpert,
<br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director
<br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton,
<br />Safety Director Scofield, Service Director Kearney, Special Assistant to the Mayor Massarolo and guests.
<br />Discussed Ordinance 2023-48 amending Section 139.99(b) of Chapter 139 of the Administrative
<br />Code entitled "Department of Public Safety," for the purpose of creating a new full-time position
<br />of Information Systems Specialist in the Division of Police, and declaring an emergency.
<br />Councilwoman Williamson reported the IT Specialist was a previously budgeted position, the
<br />person will be responsible for trouble shooting, hardware/software installations and upgrades.
<br />This individual will be supervised by the NOPD Captain, and will work collaboratively with our
<br />City IT Department. Suspension was requested as it is the administrators' desire to have this
<br />position filled by the time the new equipment arrives. The legislation was favorably
<br />recommended with suspension by a vote of 3-0 and the Committee meeting concluded at
<br />concluded at 6:51 p.m.
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met on Tuesday, April 25, 2023 at 7:09 p.m. Present were Committee Members
<br />Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and Scarl, Council
<br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources
<br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield,
<br />Service Director Kearney, Special Assistant to the Mayor Massarolo and several guests from Leopardo
<br />Energy, LLC.
