Council Minutes of 04-25-2023 <br />• Discussed Resolution 2023-46. A Resolution authorizing the Mayor to enter into an agreement <br />with iVideo Technologies in an amount not to exceed $34,000 for purposes of upgrading the <br />audio visual capabilities of the North Olmsted City Council Caucus room, and declaring an <br />emergency. Councilman Glassburn stated the package presented will substantially improve the <br />audio/visual capabilities in the Caucus Room as well as broadcasts for those who watch online. <br />After some discussion the legislation was favorably recommended by a vote of 2-0, with Mr. <br />Glassburn voting no. <br />• Discussed Resolution 2023-50. A Resolution authorizing the Mayor to enter into a Guaranteed <br />Energy Savings Contract with Leopardo Energy LLC, based on an energy audit authorized by <br />Ordinance 2022-38, as Amended by Ordinance 2022-114, in the amount of $3,962,095.00. <br />Councilman Glassburn reported the legislation provides for a variety of energy conservation <br />measures including street lighting that will pay for themselves over time. The items not <br />included in the package were not considered cash positive. The legislation was amended to <br />authorize the Mayor to execute contracts and the legislation was favorably recommended 3-0. <br />• Discussed Ordinance 2023-51. An Ordinance providing for the issuance and sale of not to exceed <br />$4,000,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of <br />acquiring and installing energy conservation measures in City Buildings and Facilities, together <br />with all necessary appurtenances thereto. Councilman Glassburn stated the plan is to issue <br />notes for one year as a bridge to long-term financing, so the City may achieve rates in the bond <br />market that are lower than those that can be gotten in a rapid fashion. The legislation was <br />favorably recommended 3-0 and the Committee Meeting concluded at 8:29 p.m. <br />Councilman Glassburn moved to Amend Resolution 2023-50 to authorize the Mayor to execute <br />contracts.
