Council Minutes of 04-25-2023 • Discussed Resolution 2023-46. A Resolution authorizing the Mayor to enter into an agreement with iVideo Technologies in an amount not to exceed $34,000 for purposes of upgrading the audio visual capabilities of the North Olmsted City Council Caucus room, and declaring an emergency. Councilman Glassburn stated the package presented will substantially improve the audio/visual capabilities in the Caucus Room as well as broadcasts for those who watch online. After some discussion the legislation was favorably recommended by a vote of 2-0, with Mr. Glassburn voting no. • Discussed Resolution 2023-50. A Resolution authorizing the Mayor to enter into a Guaranteed Energy Savings Contract with Leopardo Energy LLC, based on an energy audit authorized by Ordinance 2022-38, as Amended by Ordinance 2022-114, in the amount of $3,962,095.00. Councilman Glassburn reported the legislation provides for a variety of energy conservation measures including street lighting that will pay for themselves over time. The items not included in the package were not considered cash positive. The legislation was amended to authorize the Mayor to execute contracts and the legislation was favorably recommended 3-0. • Discussed Ordinance 2023-51. An Ordinance providing for the issuance and sale of not to exceed $4,000,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of acquiring and installing energy conservation measures in City Buildings and Facilities, together with all necessary appurtenances thereto. Councilman Glassburn stated the plan is to issue notes for one year as a bridge to long-term financing, so the City may achieve rates in the bond market that are lower than those that can be gotten in a rapid fashion. The legislation was favorably recommended 3-0 and the Committee Meeting concluded at 8:29 p.m. Councilman Glassburn moved to Amend Resolution 2023-50 to authorize the Mayor to execute contracts. A Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the Fiscal Year beginning January 1, 2024, and submitting the same to the Cuyahoga County Fiscal Officer and its Budget Commission, and declaring an emergency.
