Council Minutes of 05-03-2023 <br />COMMUNICATIONS <br />None. <br />Dennis Lambert <br />25057 Carey Lane <br />Mr. Lambert came before Council to express is opinion with regard to the lack of progress on the Cedar <br />Point bridge not being completed. First, he congratulated Mayor Jones on her appointment to the <br />Cuyahoga County Advisory Board, then stated that she should use her position to force the County to <br />finish the Cedar Point Bridge, as the Councilwoman explained to him earlier, the construction was <br />supposed to begin again this Spring and finish in the Summer, noting that the bridge has been under <br />construction and impassable for three years. He pontificated on about how other cities can get County <br />projects completed and wonders why North Olmsted cannot. <br />Ms. Hemann stated that the information about the bridge to start in Spring and end in Summer was the <br />timeline given to her. <br />Mayor Jones advised that the information given to her by the County was that the bridge would not be <br />finished this Summer as promised, because structurally it is damaged, and additional work needed to be <br />completed to make the bridge sound for the residents and others to travel on. She then asked Director <br />Upton to further elaborate on the issue. <br />Director Upton stated he and his staff have been in direct communications with the County Staff, noting <br />that the original scope of work did not include replacing the steel beams, but once they were discovered <br />to be unstable, it was determined they would need to be replaced. He further stated the last update <br />from the County on March 291h, stated the project will have a mid to late 2024 completion date. <br />Mr. Lambert again took the podium to state the importance of the bridge to the businesses and <br />residents in the Community. <br />LEGISLATION <br />Resolution 2023-50 introduced by Mayor Jones and Councilman Limpert was given its third reading. A <br />Resolution authorizing the Mayor to enter into a Guaranteed Energy Savings Contract with Leopardo <br />Energy LLC, based on an energy audit authorized by Ordinance 2022-38, as Amended by Ordinance <br />2022-114, in the amount of $3,962,095.00, as Amended. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Scarl, Williamson, Gilchrist, Hemann, Madden <br />No: None <br />Motion carried. Resolution 2023-50 adopted 7-0. <br />Mr. Glassburn voted yes with comment to state that this is one of the most important pieces of work <br />being done in the City. Further stating, it is rare to have the opportunity to complete Four Million <br />Dollars' worth of projects that will pay for themselves, and not only improve the financial position of the <br />
