Mr. Limpert voted yes with comment to add that this is a great initiative with a vendor who will provide key performance metrics basically guaranteeing the amount will be funded in full, and it is a crafty way to insure competent contractors working are working on the projects to save money for other capital assets. Further, Mr. Limpert reiterated that every time we acquire another capital asset, those need to be maintained and this is a good way to do it, and encouraged the Administration to continue to monitor those costs to maintain those capital assets. Ms. Hemann voted yes with comment to state that she agrees this is a wonderful project and thanked Mr. Upton for bringing this forward on behalf of the Administration and thanked the Mayor in finding talented Directors to put our City in a forward moving state. Ordinance 2023-51 introduced by Mayor Jones was given its third reading. An Ordinance providing for the issuance and sale of not to exceed $4,000,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of acquiring and installing energy conservation measures in City Buildings and Facilities, together with all necessary appurtenances thereto. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and passed 7-0. Roll Call: Yes: Glassburn, Limpert, Hemann, Gilchrist, Scarl, Williamson, Madden No: None Motion carried. Ordinance 2023-51 adopted 7-0. Ordinance 2023-18 introduced by Mayor Jones was given its second reading. An Ordinance Amending Section 1118.13 of the Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled, "Offices and Services", in order to limit the location of specified uses. Ordinance 2023-48 introduced by Mayor Jones was given its second reading. An Ordinance amending Section 139.99(b) of Chapter 139 of the Administrative Code entitled "Department of Public Safety," for the purpose of creating a new full-time position of Information Systems Specialist in the Division of Police, and declaring an emergency. Councilwoman Williamson moved to suspend the rules requiring three readings. The motion was seconded by Councilman Madden and passed 7-0. Roll Call: Yes: Williamson, Madden, Limpert, Gilchrist, Hemann, Scarl, Glassburn No: None Motion carried. Councilwoman Williamson moved for adoption.
