CITY of NORTH OLMSTED <br />Mayor Nicole Dailey Jones <br />psychoactive effect is something which affects a person's mental functioning or emotional <br />state by stimulating or depressing their nervous system. This would include effects that we <br />associate with controlled drugs, including the following: <br />a) hallucinations <br />Ill changes in alertness <br />c) perception of time and space <br />d) mood or empathy with others <br />e) drowsiness <br />9 nausea and vomiting <br />R) seizures <br />Discussion on 2023-54 Amending the Schedule of Uses table 1139.03-1 <br />The Schedule of Uses table seeks to organize various classes of business in to appropriate zoning <br />within a given classification e.g. Light Industrial, Office Service, Mixed Use or Business. As proposed, <br />Ordinance 2023-54 contemplates, as a conditional use, the sale and consumption, on site, of <br />unregulated psychoactive substances in a B-1 or B-2 business district. In analyzing the purposes of <br />each district (Below)': <br />B-1: Local Business District. The Local Business District is intended as a location for convenience goods <br />and services for residents of nearby neighborhoods. This district is characterized by narrow lots, <br />varied setbacks and a mix of mature, smaller business uses. Allowed uses should be low intensity in <br />nature, appropriate in scale and aesthetically compatible with the abutting residential character. <br />Pedestrian accessibility and buffering between businesses and adjacent residential uses will be <br />promoted. <br />B-2: Office/Service District. The Office/Service District is applied to areas in transition, primarily from <br />residential to office and service uses. It is characterized by a mix of low to mid density residential, <br />including single-family homes converted to office/service uses, low intensity retail and institutional <br />uses. Street lawns with mature trees frame the street, and sidewalks and quality materials such as <br />brick facades are common in this district. Allowed uses should be low intensity, appropriate in scale <br />and compatible in appearance with the surrounding residential character.
