The issue before the Board was an appeal of an Order of the Building Commissioner by
Horizon Education Centers, specifically the suitability of a Horizon rooftop seating area. At issue
before the Board was an interpretation of the Ohio Building Code considering the number of
methods of egress getting off of the roof, whether it was one or two. Prior Commissioner
Grusenmeyer and Current Plans Examiner Gallagher made a determination that two were
required and Horizon argued that only one was required. There was a hearing, witnesses were
presented, and it was acknowledged by the Architect on the Board that this is an issue that is
becoming more of a complex issue with patios and rooftop activities. The Board and the
Attorney voted to uphold the appeal, and Fire Safety and Trades voted to deny the Appeal.
Therefore, Horizon was successful in their appeal 3-2. However, there were some safety issues
discussed and imposed upon Horizon, and some corrections that need to be made to the plans.
Director Gareau also stated that he participated with the Administrative team for two days in
preparation of the Collective Bargaining Negotiations.
Director Gareau reported that he updated the contracting procedural manual which was
presented and discussed in three workshops, in order to explain what may be a confusing
process to those within the City, who need to enter into contracts or legislation.
Lastly Director Gareau wanted to mention that Frostville Market is outside again and for anyone
who hasn't visited, he thinks it's worth the time to check out and support local vendors.
