Council Minutes of 06-06-2023 <br />Director of Finance Copfer: <br />• Director Copfer stated that along with Director Gareau, the Finance Department also <br />participated in the preparation for labor negotiations, and in the mandatory contracting process <br />presentations to any employee who is involved in the purchasing process at City Hall. <br />• Director Copfer reported the Green Energy notes were sold on lune 6, 2023, at a 3.9% yield, <br />with 4.75% coupon that they get after the year. The all in costs were 4.64%. Director Copfer <br />noted that we were fortunate to sell at a good point in the market. This allowed the Mayor and <br />Director Copfer to sign the contracts for Leopardo, and the projects were set to begin that week. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, May 23, 2023 at 6:58 p.m. Present <br />were Committee Members Limpert, Williamson and Hemann and Council Members Madden, Gilchrist <br />and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special <br />Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinances 2023-52, 2023-53 and 2023-54 as a whole as they pertain to the same <br />subject matter. Ordinance 2023-52. An Ordinance Amending Section 1118.13 of the Planning <br />and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled, "Offices and <br />Services", in order to establish Subsection (F) to limit the location of specified uses. Ordinance <br />2023-53. An Ordinance establishing the definition of "Unregulated Psychoactive Substances" in <br />Section 1115.12 of the Planning and Zoning Code of the Codified Ordinances of the City of North <br />Olmsted entitled, "Definitions U -V,", for the purpose of adding definitions for uses associated <br />with the sale and consumption of same on business premises. Ordinance 2023-54. An Ordinance <br />Amending Section 1139.03 of the North Olmsted Zoning Code Entitled 'Schedule of Uses" to <br />conditional permit sale and consumption of unregulated psychoactive substances on premises in <br />B-1 and B-2 Zoning Districts. These pieces of legislation were held in committee to address <br />issues of public safety and welfare. Mr. Upton noted that they sought clarity in defining the <br />substances for which this zoning modification pertains and recommended we hold in <br />committee. Mr. Gareau noted that he agreed with holding in committee to align all pieces of <br />legislation to prevent amending the legislations. The motion to hold in committee was <br />approved 3-0. <br />• Discussed Ordinance 2023-66. An Ordinance authorizing the Mayor to enter into an agreement <br />with the Cuyahoga County Land Reutilization Corporation to purchase vacant property known as <br />Permanent Parcel Number 237-19-027. Mr. Limpert reported this was a marooned piece of land <br />and the legislation was favorably recommended by a vote of 3-0. <br />• Discussed PDC# 23-24148 Found Soul Tattoo. Found Soul Tattoo requested a conditional use <br />permit which was recommended for approval by the planning commission and the motion <br />passed 3-0, and the Committee Meeting concluded at 7:15 p.m. <br />Councilman Limpert moved to recommend PDC# 23-24148 Found Soul Tattoo. The motion was <br />seconded by Councilwoman Williamson and passed 5-0. <br />Roll Call: <br />Yes: Limpert, Williamson, Gilchrist, Hemann, Madden <br />No: None <br />Motion carried. PDC# 23-24148 approved 5-0. <br />
