MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JUNE 20, 2023 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Limpert, <br />Madden, Scarl and Williamson. <br />Also Present: Mayor Nicole Dailey Jones and Assistant Director of law O'Malley and Assistant Director <br />of Finance Sperling, H. R. Director, Safety Director, Service Director, Recreation Director, <br />and guests. <br />Absent: None <br />Council President Brossard called the meeting to order at 8:00 p.m. in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance <br />The Council Meeting Minutes of June 6, 2023 were approved as written. <br />The following legislation was considered for suspension of the rules. On second reading Ordinance 2023- <br />74, and on first reading Ordinance 2023-75 Resolution 2023-82 and Resolution 2023-84. <br />REPORTS <br />Mayor Jones: <br />• Mayor Jones began her report by reading the following passage of the Senate version of Sub. House <br />Bill 33, regarding the 2024-2025 State Operating Budget Bill: <br />"The Ohio Municipal League appreciates that the Senate version of the state operating budget <br />addresses many issues that are critical to our member cities and villages, including those for <br />economic development, affordable housing tax credits, the funding of community projects and public <br />safety. We're also grateful for language allowing municipalities to exercise cost-saving measures by <br />publishing required summaries of their ordinances and resolutions through new technologies rather <br />than just newspapers, enabling them to continue to be good stewards of municipal taxpayer dollars. <br />However other portions of the Senate's version of the budget are disappointing and will create <br />significant challenges in areas where improvements can and should be made. New language, which <br />has not been introduced in separate legislation or previously vetted, was added at the 11th hour, <br />exempting stock options and deferred compensation from the municipal income tax. This language <br />will immediately reduce municipal revenues that go directly to supporting Ohio's first responders. <br />This action should be handled outside of the budget with input from local officials so that impacts <br />con be addressed. <br />There is no proposed change to the Local Government Fund percentage in the Senate bill, the LGF <br />percentage currently remains at the 1.7% of the General Revenue Fund as proposed by the governor <br />and retained by the House. The Senate version of the budget also neglects to correct the effective <br />decrease in Local Government Fund distributions that will occur as o result of the state income tax <br />
