<br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met virtually on Tuesday, lune 27, 2023 at 6:56 p.m.
<br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hamann,
<br />Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance
<br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development
<br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director
<br />Pinchek, City Engineer Filarski, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Liquor Permit #4150215 for ISSNIG LLC, dba Bretton Beverage located at 29603 Lorain
<br />Road. After review by the police department and finding no issues, a motion was made to not
<br />object to the liquor permit. The liquor permit was favorably recommended by a vote of 3-0 and
<br />Committee Meeting concluded at 6:58 p.m.
<br />Councilwoman Williamson moved to not object to Liquor Permit #4150215. The motion was seconded
<br />by Councilman Madden and passed 7-0.

<br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee:
<br />The Building, Zoning and Development Committee met virtually on Tuesday, July 27, 2023 at 6:58 p.m.
<br />Present were Committee Members Limpert, Williamson and Hemann and Council Members Glassburn,
<br />Madden, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance
<br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development
<br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director
<br />Pinchek, City Engineer Filarski, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2023-77. An Ordinance Amending Section 1361.03 entitled
<br />"Administration" of Chapter 1361 of the Building Code of the City of North Olmsted, entitled
<br />"Flood Damage Reduction", in order to designate the City Engineer as Floodplain Administrator.
<br />Councilman Limpert reported that Director Upton stated the new agreement with Chagrin
<br />Valley Engineering transfers ownership of the flood plain administration from the Building
<br />Commissioner to the City Engineer. The legislation was favorably recommended 3-0.
<br />• Discussed PDC Case #23-23619 KG Real Estate Investments West Side LLC related to modifying
<br />their current variance related to the overhang. The legislation was favorably recommended by a
<br />vote of 3-0.
<br />• Discussed PDC Case #23-23804 KG Real Estate Investments West Side LLC related to
<br />implementing a gated through road to prevent pull-outs to Lorain Road and permitting direct
<br />crossing over Root Road to avoid turning onto Lorain Road. After questions related to safety of
<br />the through road and the specification of the driveway, there was a request by Council to
<br />evaluate some temporary signage when this is implemented, to ensure a transition period for
<br />residents of the traffic flow. The legislation was favorably recommended by a vote of 3-0 and
<br />the Committee Meeting concluded at 7:19 p.m.
<br />Councilman Limpert moved to approve PDC Case #23-23619 KG Real Estate Investments West Side LLC,
<br />related to the overhang. The motion was seconded by Councilwoman Williamson and passed 7-0.
