Council Minutes of 08-03-2023 <br />$800,000.00 will be combined with $150,000.00 grant and another $150,000.00 of our city <br />budget to complete that project. The City will still also continue to enjoy a monthly rental fee of <br />$900.00 per month from the new tower with the possibility of more revenue for more network <br />providers added to either of the towers. Both Resolution 2023-79 and Resolution 2023-80 were <br />favorably recommended by a vote of 3-0, and the Committee meeting concluded at 7:34 p.m. <br />Ms. Hemann thanked the Mayor and the current Administration as they work very hard to bring <br />forward new types of agreements and forward -thinking projects. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met virtually on Tuesday, lune 27, 2023 at 7:34 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and <br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director <br />Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant <br />to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-76. An Ordinance authorizing the Director of Human Resources to <br />solicit proposals for excess insurance coverage for the City Health Care & Hospitalization Plans <br />for 2024, and further authorizing the Mayor, subject to approval of the Board of Control, to <br />enter into a contract for said insurance coverage. Councilman Glassburn reported this legislation <br />is for the annual insurance to cover excessive costs cases and the Committee Meeting concluded <br />at 7:38 p.m. <br />• Councilman Glassburn also asked for a moment to thank Director Kearney and his team that <br />helped address the storm damage and flooding. Ms. Glassburn noted parts of the City have <br />more support for water/flood retention than others, for some the physics just don't work to <br />make that easy to do. He continued that the initial storm caused more damage than the back- <br />up in basements and Director Kearney's team, which includes, Shawn, John and Dan, continues <br />to work through all the storm damage that has occurred. Mr. Glassburn also thanked the rest of <br />Council to continue to support water retention efforts. <br />Councilman Scarl, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met virtually on Tuesday, July 27, 2023 at 7:38 p.m. Present were <br />Committee Members Scarl, Gilchrist and Madden and Council Members Williamson, Glassburn, Hemann <br />and Limpert, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copier, <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special <br />Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-81. A Resolution authorizing the Director of Economic and <br />Community Development to advertise for bids for the award of a contract to provide <br />construction services for the Clague Road Force Main Replacement Project, as detailed in <br />specifications on file, and authorizing the Mayor, following approval by the Board of Control, to <br />enter into a contract for same with the lowest and best bidder. Councilman Scarl reported this <br />legislation is to secure bids for the Clague Road Force Main Replacement sewer. The new line <br />will be 4,400 ft. that will replace the old one. The new sewer will go on the eastside of Clague <br />Road in tree lawn. <br />• Councilman Scarl also noted the City is looking to receive a Federal Grant of two million dollars <br />that will fund 95% of the project and that after the sewer work is complete in early 2024, Clague <br />Road will be resurfaced, and the Committee meeting concluded at 7:45 p.m. <br />
