MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 5, 2023 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, <br />Hemann, Limpert, Madden and Scarl. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of <br />Finance Copfer, H. R. Director, Economic Director, Safety Director, Service <br />Director, Recreation Director, Special Assistant to the Mayor and guests. <br />Absent: Councilwoman Williamson <br />President Brossard called the meeting to order at 7:47 p.m. <br />ISSUES: 2023-88, an Ordinance Amending Section 1126.06 entitled <br />"Development Plan Requirements" of Chapter 1126 of the Planning and <br />Zoning Code of the Codified Ordinances of the City of North Olmsted <br />entitled "Development Plan Review". <br />President Brossard reminded Council that during a Public Hearing the goal is to hear <br />concerns and issues from the audience. <br />The Economic and Community Development Director was asked to provide a brief <br />summary: <br />Director Upton stated that the City of North Olmsted's development process is lengthy <br />and restrictive, and further stated that companies are looking for certainty, a stream- <br />lined process, and that the approvals be uniform and standards applied objectively; and <br />most importantly, that a project be able to get to market in a timely fashion. O. 2023-88 <br />continues the work that the administration started last year, by cutting red tape, <br />streamlining processes and making North Olmsted a place to do investment. Ordinance <br />2023-88 does not change or weaken our codes in any way. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 W. 2315° Street <br />Mr. Sturgeon asked Director Upton to elaborate on the changes being made to the code <br />section. <br />Director Upton stated that Section 1126.06 is the City's current development plan <br />review process requires final engineered drawings for a planning stage submittal, <br />causing a large amount to be expended by the business submitting the plans. The peer <br />communities do not require final engineered drawings at such an early phase in the <br />project. It does not change the requirements, just the order in which they are required. <br />
