MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 5, 2023 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Limpert, <br />Madden and Scarl. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer, <br />H. R. Director, Economic Director, Safety Director, Service Director, Recreation Director, <br />Special Assistant to the Mayor, Clerk of Council and guests. <br />Absent: Councilwoman Williamson <br />Council President Brossard called the meeting to order at 8:08 p.m. in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance <br />Council President Brossard announced, at the behest of the Law Director, that the potential Butternut <br />Parcel Sale Legislation would not be introduced that evening. <br />The Council Meeting Minutes of August 15, 2023 were approved as written. <br />The following legislation was considered for suspension of the rules. On second reading Ordinance 2023- <br />89. <br />REPORTS <br />Mayor Jones: <br />• Mayor Jones stated her report would focus on the storm water issues residents have been <br />experiencing in the last few weeks due to two recent storms; noting that since the bad storm <br />North Olmsted had in 2014, Council and the Administration have been working towards trying <br />to solve this problem, but there is still a long way to go. <br />• Mayor Jones continued to state that one significant change that was made is that that any new <br />building projects are required to put in storm water retention. An example of this is the site of <br />the former Spruce school, where the EO basin is being replaced, and it is planned to have <br />additional storm water retention, once the building demolition is complete on the site. <br />• The Mayor spent time touring the City with Service Director Kearney to look at the hardest hit <br />areas of the City, and have spoken with residents to try to assist them in resolving their issues. <br />• The Wastewater Treatment Plant recorded a record rainfall of 4.25 inches in less than a 12 -hour <br />period during the first storm. Many of the neighboring communities had the same issues; the <br />Mayor asked the Service Director to work with surrounding communities to see what could be <br />done to help alleviate these problems, noting the communities need to work together to ensure <br />things in one city do not affect another. <br />
