Council Minutes of 09-05-2023 <br />• The second storm caused the roof of the historic Pinball Shoppe to cave in, because of the <br />weight of water. The building, built in 1920, is 103 years old. The business has been a staple in <br />North Olmsted for more than 40 years. The Administration is working closely with the owner to <br />make sure the site is contained, and remains safe throughout the demolition process. Fencing <br />has been erected, and the roads around the Pinball Shoppe remain closed to traffic until the <br />demolition is complete, which started that day. <br />• The Mayor instituted two extra days of bulk pick-up for residents who were adversely affected <br />by these storms. The Service Department staff worked around the clock, and were still finishing <br />clean-up efforts the week prior. During the clean-up, the Service Department received 90 <br />requests for service, 50 related to storm water, and the remaining due to tree/branch clean-up. <br />• Mayor Jones thanked the Service Department and Wastewater Treatment Plant employees for <br />their hard work during both of these unique storm situations. They did a yeoman's job in <br />keeping the ditches and swales clean and clear, as well as their efforts to assist residents who <br />were victims of both storm water and sanitary sewer Flooding and back-ups. Mayor noted that <br />she had requested approval from Council for a full-time Storm Foreman, adding that it makes a <br />big difference having someone oversee a storm crew full time, to ensure these events weren't <br />worse than they were. <br />• Mayor Jones ended by acknowledging that the work is not complete and there is still much to <br />do, but significant progress has been made regarding these problems. <br />Director of law Gareau: <br />• No Report. <br />Director of Finance Copfer: <br />• On August W, the June 301h Financial Summary and Detailed Financial Statements were sent to <br />Council; also included was the Second Quarter Review, which was reviewed that evening in <br />Finance Committee. <br />• Director Copfer also noted that on September 51h, the July Detailed Summary were emailed to <br />Council and the Administration. <br />• The week prior, Director Copfer participated in the first meeting for the Community <br />Improvement Corporation Board Meeting. The meeting was to set-up general guidelines and <br />procedures. <br />• The Economic Development Department and Finance have been reviewing the City's <br />reutilization program procedures, as we have received more of those from the County Land <br />Bank. <br />• Director Copfer also spent several days working with the Administration in preparation for labor <br />negotiations. <br />• Finance is also reviewing the internal control procedures for the Law Enforcement Forfeitures <br />Account, so they may be included in the formal Police policy. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee did not <br />have a report but asked for a moment of personal privilege to address those in the audience who were <br />present for the Butternut Parcel Sale. Ms. Hemann thanked Mayor Jones for discussing with her this <br />piece of legislation and agreeing to pull that proposed legislation. Ms. Hemann noted that she would <br />be interested in further discussions with regard to any projects to go in that area, on behalf of the <br />residents in Ward 4 and those in the Historic District. <br />
