Council Minutes of 09-05-2023 <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 5, 2023 at 7:20 p.m. Present were Committee <br />Members Glassburn and Limpert and Council Members Hemann, Madden, Gilchrist and Scarl, Council <br />President Brossard, Mayor Jones, taw Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-89. An Ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending December <br />31, 2023 and declaring an emergency. Councilman Glassburn noted this is to fund various <br />departments, including purchasing bullet proof vests for Police, funding for the Brookpark Road <br />and severance pay. The legislation was favorably recommended with suspension by a vote of 2- <br />0. <br />Councilman Glassburn moved to Amend Ordinance 2023-89 to include $150,000 from the Permanent <br />Improvement Fund to the CDBG Fund to correspond to the amount to be received in grant funds. The <br />motion was seconded by Councilman Limpert and passed 6-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Madden, Scarl, Gilchrist Hemann <br />No: None <br />Motion carried. Ordinance 2023-89 Amended 6-0. <br />Councilman Glassburn also reported that the Committee and Council received a financial review <br />from Director Copfer. He noted that revenues were below last year, but well ahead of budget <br />and expenditures are slightly below target. <br />Lastly, Councilman Glassburn noted that the Community Improvement Corporation met for the <br />first time on August 29, 2023. Two of the unique goals of this entity are to start the City's new <br />economic development tools, as well as beautification grants, however, as stated, it is just <br />getting started, and the Committee Meeting concluded at 7:42 p.m. <br />None. <br />AUDIENCE PARTICIPATION <br />Margaret Kennedy <br />5608 MacKenzie Road <br />Ms. Kennedy read a prepared statement with regard to the cell phone tower planned for the North <br />Olmsted Park. The statement noted the Mayors actions to plant trees and storybook walk with school - <br />aged children, and now is planning to "plant" a cell phone tower. Ms. Kennedy asked if the tower will be <br />environmentally friendly like the trees or flowers. She said it will be a "metal monstrosity with lights" <br />that will devalue the homes and properties in the area. She feels there may be a health risk for the <br />families and children using the park, noting research by the American Cancer Society. She asked several <br />questions of the Administration and Council. She continued by asking Council and the Administration to <br />consider other areas within the City, and asked why the residents are just hearing about the tower now, <br />after the legislation has passed. <br />Jake Altman <br />
