Council Minutes of 09-05-2023 <br />all talk about these things to make a decision, so that it is not sold and gone. Councilman Glassburn <br />confirmed that Director Upton would talk about this in depth at the Finance Committee Meeting the <br />following week. <br />Councilman Limpert added that this will also be discussed in the BZD meeting as this will need to be <br />rezoned as well, and that Mr. Mollohan can reach out to him anytime in advance of next week. <br />Mr. Mollohan asked if he could purchase the property, to which Director Upton stated that the property <br />is not under contract. 7o which Councilman Limpert stated that he is happy to speak with Mr. Mollohan <br />to get his questions answered. <br />Michael Babinec <br />27981 North Park Drive <br />Mr. Babinec came to address Council on two issues, the cell tower and the relocation of the ball fields, <br />which is essentially in his front yard, as he can see it from all his front windows. He explained that he <br />had met with Director Upton and Director Pinchek earlier and they provided a lot of information. He <br />continued that "they" are not completely against the cell tower, and is hoping the contract has not yet <br />been executed. He hopes there is another place to be found to install the tower. He also has concerns <br />with regard to the possible hazards to one's health. Mr. Babinec also cited that there are 110 towers and <br />205 antennas within a three-mile radius of City Hall and he does not want to see the tower out his front <br />yard. Additionally, he would like more discussion around where the new ball fields will go; he believes <br />he will be looking out his window and seeing towers and lights. He asked about the Master Plan and <br />stated he could not get a copy. He is most upset with the lack of communication, that he did not hear <br />anything about this. <br />Councilwoman Hemann moved to extend the time an additional two minutes, seconded by Mr. Scarl <br />and passed 6-0. <br />Roll Call: <br />Yes: Hemann, Scarl, Madden, Limpert, Glassburn, Gilchrist <br />No: None <br />Motion carried. <br />Mr. Babinec continued with the Master Plan drawn by the architect in 2018, stating it did not show any <br />new ball fields. He doesn't think the ball fields are used enough to warrant new ball fields, and the <br />money should be spent rehabilitating the current ball fields. <br />Council President below mentioned to Mr. Babinec that the Clerk noted she had sent him a copy of the <br />Master Plan. <br />Connie English <br />5009 E. Park Drive <br />Ms. English has lived in North Olmsted since she was 13. She wanted to address Council to with regard <br />to the cell tower, as she lives across the street from the park, noting her children "lived" at the park and <br />is disappointed that Council voted to approve a cell tower in the park and subject people to "things" we <br />
