Council Minutes of 09-05-2023 <br />Mr. Glassburn responded by stating that he is in his second term on Council, and has knocked on doors <br />in the areas surrounding Clague Park, and stated the topic of a cell phone tower being in the park has <br />never come up, and residents ask many questions about the park. <br />Ms. English stated that the tower is pretty big and she can't believe that residents can't see it, and noted <br />that the fence needs to be painted due to graffiti. <br />Tim Cerney <br />5994 Columbia Road <br />Mr. Carney has been a North Olmsted resident for 20 years. He noted that he received a letter <br />regarding the Butternut property and asked why it had been pushed off. <br />Councilwoman Hemann stated that it had been removed from the Agenda at her request, and that she <br />had spoken with the Mayor and the Mayor agreed that there was a lot more to look into and a lot more <br />conversation to be had, particularly with the historic district. She felt the residents needed a little more <br />notice and time. <br />Mr. Carney asked if this were to come back if the residents would be invited to another meeting. <br />Councilwoman Hemann said that she does not know that it will come back, but as pieces become <br />available, there has to be a discussion. Further stating that the City purchased the school properties so <br />that we would be able to manage what is put there, and that she did not have enough information to <br />discuss with her residents about that project. <br />Mr. Cerney then noted that there is a land bank of vacant property on the North Olmsted website and <br />asked if that property is available to purchase by the residents. <br />Mayor Jones stated that she would have her Special Assistant get Mr. Cerney's contact information to <br />walk him through that process with Director Upton. <br />Connie English again approached the podium to ask Ms. Hemann where the minutes were from the <br />Recreation Committee Meeting had on June 27th. <br />Clerk Taylor responded that the Committee Meeting minutes are not published or publicized for review. <br />Councilwoman Hemann added that her minutes are reported out at the following Council Meeting and <br />that she provides an extensive Committee Report. Also advising that the meetings are recorded on <br />YouTube and that all meetings are public. Council President Brossard stated the Clerk would send Ms. <br />English the minutes. <br />LEGISLATION <br />Resolution 2023-78 introduced by Council President Brossard and Council Members Gilchrist, Hemann, <br />Madden, Scarl and Williamson was given its Third reading. A Resolution authorizing the Administration <br />to solicit Statements of Qualifications (S.O.Q.) from qualified professionals to serve as the City's <br />Audio/Visual Consultant to design improvements to City Council Chambers and Caucus Facilities; and <br />further authorizing the Mayor, following approval of the Board of Control, to enter into a Consulting <br />Agreement with the professional selected in the S.O.Q. process. <br />Councilman Scarl moved for adoption. The motion was seconded by Councilwoman Gilchrist and passed <br />4-2. <br />
