Council Minutes of 09-05-2023 Roll Call: Yes: Scarl, Gilchrist, Hemann, Madden No: Glassburn, Limpert Motion carried. Resolution 2023-78 adopted 4-2. Mr. Glassburn voted no with comment, stating that the legislation, having been discussed ad nauseum, is way too much of an expense for the return on investment and further noted this task should have been left to the Clerk and Council to manage the chambers, not spending six figures to have someone else do it. Ordinance 2023-89 introduced by Mayor Jones was given its Second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2023 and declaring an emergency, as Amended. Councilman Glassburn moved to suspend the rule requiring three readings. The motion was seconded by Councilman Limpert and passed 6-0. A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary Tax Levies and certifying them to the County Fiscal Officer. An Ordinance dispensing with the requirements of North Olmsted Codified Ordinance Section 111.01, entitled "City Contracts Involving the Receipt of Funds" and authorizing the Mayor to enter into a contract with Cleveland Ice Storm Synchronized Skating Club to provide concession services at the recreation center, and declaring an emergency.
