Council Minutes of 09-05-2023 <br />Roll Call: <br />Yes: Scarl, Gilchrist, Hemann, Madden <br />No: Glassburn, Limpert <br />Motion carried. Resolution 2023-78 adopted 4-2. <br />Mr. Glassburn voted no with comment, stating that the legislation, having been discussed ad nauseum, <br />is way too much of an expense for the return on investment and further noted this task should have <br />been left to the Clerk and Council to manage the chambers, not spending six figures to have someone <br />else do it. <br />Ordinance 2023-89 introduced by Mayor Jones was given its Second reading. An Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of North Olmsted for <br />the year ending December 31, 2023 and declaring an emergency, as Amended. <br />Councilman Glassburn moved to suspend the rule requiring three readings. A Resolution accepting the <br />amounts and rates as determined by the Budget Commission and authorizing the necessary Tax Levies <br />and certifying them to the County Fiscal Officer. <br />Ordinance 2023-92 introduced by Mayor Jones and placed on First reading. An Ordinance dispensing <br />with the requirements of North Olmsted Codified Ordinance Section 111.01, entitled "City Contracts <br />Involving the Receipt of Funds" and authorizing the Mayor to enter into a contract with Cleveland Ice <br />Storm Synchronized Skating Club to provide concession services at the recreation center, and declaring <br />an emergency. <br />Ordinance 2023-93 introduced by Mayor Jones and placed on First reading. An Ordinance authorizing <br />the Mayor to enter into a Memorandum of Understanding and Site License Agreement with Rust Belt <br />Riders Composting, LLC. <br />Ordinance 2023-94 introduced by Mayor Jones and placed on First reading. An Ordinance directing that <br />the real property owned by the City of North Olmsted and known as .6615 acres, or 28,816 square feet, <br />of Permanent Parcel Number 233-26-063 which is presently undeveloped property but is no longer <br />
